King Wu died after a short reign, and his son King Cheng succeeded him. The succession of a young king created the circumstances in which the Duke of Zhou assumed a leading governing role.
The Duke of Zhou (Ji Dan) became regent for the young King Cheng, concentrating executive authority in the royal clan to stabilize the new dynasty’s rule over former Shang territories.

Jiang Ziya (Duke Tai), a key Zhou ally in the conquest period, became the founding ruler of Qi. The establishment of Qi helped secure northeastern approaches and integrate formerly restive areas into the Zhou political order.
Early Zhou political ideology increasingly framed dynastic legitimacy as contingent on moral governance (“Mandate of Heaven”), a doctrine associated in later tradition with the Duke of Zhou and reflected in Zhou-era proclamation texts compiled in the Book of Documents.
To manage Shang cultural and political legacies, Weizi Qi (a Shang royal kinsman who submitted to Zhou) was enfeoffed as the first ruler of the state of Song, creating a sanctioned locus for Shang rites under Zhou suzerainty.
A major eastern settlement—Chengzhou—was constructed to anchor Zhou control in the Central Plain; later tradition associates it with relocating emblematic royal authority (including the Nine Tripod Cauldrons) and supporting governance over the east.
Traditional chronologies place the end of the Duke of Zhou’s regency in the mid-11th century BCE, after which King Cheng governed without a regent; later political thought treated this transfer as a model of ministerial restraint and dynastic loyalty.
