Emperor Wen of Sui commissioned the Guangtong Canal (parallel to the Wei River) to ease food transport to Daxing (Chang’an area) and the Guanzhong heartland—an important precursor to the later, larger Sui–Tang imperial transport network.
The Zhaozhou/Anji Bridge, attributed to Li Chun, was completed during the Sui. Its durable stone segmental-arch design supported overland movement in North China and became a landmark of Sui-era infrastructure.
Under Emperor Yang, construction of the Tongji Canal began in 605, forming a key Sui-built trunk that linked Luoyang to the Yellow River/Huai River transport system and helped integrate north–south movement of grain and officials.
A newly planned Luoyang (as an eastern capital) was built in 605, positioned to leverage the growing importance of the Grand Canal corridor for imperial logistics and administration.
Emperor Yang began construction of the New Bian Canal in 605, scaling up earlier channels to strengthen through-transport between the Yellow River region and the Huai system and to support state grain movement.
In 608, the Yongji Canal project was undertaken to connect the Yellow River northward toward Zhuojun (near modern Beijing), extending the Sui transport network toward the northern frontier.
By 609, major Sui canal links (including Tongji and Yongji routes) formed a unified imperial water-transport system connecting Jiangnan to Luoyang and the north, widely treated as the completion of the Sui-era Grand Canal network.
Construction of the Jiangnan Canal is recorded as beginning in 610, extending the network southeast from the Yangtze region toward Suzhou and Hangzhou and further strengthening south–north provisioning capacity.
During the Tang, the canal system was further developed as the state increasingly depended on tax revenue and grain supplies from the Huai and Yangtze regions, moved via the canal corridor to support major political centers.
During the An Lushan Rebellion, rebel forces advanced along the Grand Canal and captured Luoyang in January 756—showing both the canal’s strategic value and the vulnerability of the state’s transport artery in wartime.
In 758, Liu Yan helped establish a Salt and Iron Commission, generating crucial cash revenue—especially from the south—that could be used to purchase and ship grain to the capital through river-and-canal routes.
The rebellion was suppressed in 763, but the Tang state emerged weakened; fiscal and logistical strains intensified, shaping later reforms and continued reliance on securing southern revenues and transport routes.
In 780, Chancellor Yang Yan introduced the Two-Tax System, shifting taxation toward land/wealth assessment and improving cash revenue collection—an important backdrop to maintaining state logistics, including canal-linked provisioning.
The fall of the Tang in 907 marked a major break in centralized imperial administration, with significant consequences for maintaining large-scale transport governance across the canal corridor in subsequent periods.
