The Battle of Kosovo (1389) was a major confrontation in the Balkans during Ottoman expansion; such sustained campaigning depended heavily on mobilizing mounted troops, including provincial cavalry supported by land-revenue assignments.
The Ottoman devshirme (child levy) is first mentioned in written records in 1438 (though it likely began earlier). While distinct from the timar system, it highlights the empire’s broader recruitment strategy: balancing provincial military elites with centrally trained, sultan-loyal personnel.
During Mehmed II’s reign, the Ottoman state expanded the iltizām (tax-farming) system—auctioning revenue collection rights. This monetized fiscal tool existed alongside timar assignments and later became a major competitor to them as war finance needs grew.
Ottoman tahrir (land-and-tax) surveys registered populations and revenues and enabled systematic assignment of timar, zeamet, and hass revenues to the military-administrative class. These registers were central to turning conquest into a routinized cavalry-recruitment and governance mechanism.
By the mature system, revenue assignments were commonly distinguished as timar (under 20,000 akçe), zeamet (20,000–100,000), and hass (over 100,000). These tiers shaped cavalry obligations by linking income size to service expectations and retainers supplied.
In the 1500s, tımarlı sipahi (timar-holding cavalry) constituted a principal mobilizable force: they served mounted when summoned and were expected to appear equipped and to bring armed retainers (cebelu) in proportion to the revenues of their assignment.
By the 15th–16th centuries, tapu-tahrir surveying had become a highly bureaucratic process that compiled fiscal data into registers, often prefaced by kanunname (law codes) regulating taxes and obligations—supporting tighter coordination between revenue assignment and military service.
From the late 1500s, prolonged wars and a more monetized economy increased reliance on cash revenues and tax farming, while cavalry supported by land-revenue assignments faced growing military obsolescence in an era of expanding firearm infantry. These pressures contributed to a structural weakening of the classic timar recruitment logic.
A documented 1603–1604 levy in Bursa illustrates the continued operation and administrative regularity of devshirme collection and transfer to Istanbul—evidence that multiple recruitment pipelines (provincial revenue-backed cavalry and centrally trained manpower) coexisted into the 17th century.
By the early 1600s, parts of timar revenue were increasingly redirected to the central treasury as substitute cash payments (e.g., bedel) rather than being fully tied to personal cavalry service—marking a practical decoupling of land-revenue assignment from mounted mobilization.
In 1695 the Ottoman state introduced the malikâne (life-term tax farm), auctioning revenue sources with a large upfront payment and annual remittances to stabilize wartime finance. This reform further entrenched tax farming and accelerated the long-run displacement of timar-based cavalry recruitment as a fiscal-military backbone.
