Zhu Yuanzhang (the Hongwu Emperor) founded the Ming dynasty after defeating the Yuan, setting the stage for a new, more tightly supervised provincial administration that would culminate in the Ming provincial commissioner framework.
The Ming abolished the provincial-level Branch Secretariats and replaced them with three parallel offices in each province: the Provincial Administration Commission (civil/fiscal), Regional Military Commission, and Provincial Surveillance Commission—a foundational step in the provincial commissioner system.
The chengxuan buzheng shisi (Provincial Administration Commissions), headed by provincial administration commissioners (buzhengshi), were established as the principal provincial civil-administrative organs—especially for fiscal administration and central–local communications.

Under the Xuande Emperor, grand coordinators (xunfu) were increasingly posted on longer-term assignments to coordinate the work of the provincial civil, military, and surveillance commissions, strengthening provincial supervision without creating fully independent provincial governors.
Ming direct provincial administration in northern Vietnam ended, and Jiaozhi Province was abolished, returning the Ming to its stable structure of thirteen core provinces administered through the provincial commission framework.
The first permanent Ming xunfu appointments were granted to officials in several key provinces, marking a shift from ad hoc inspection missions toward a stable supervisory layer coordinating the three provincial offices.
