From the 16th century onward, Fulani (Fulɓe) communities expanded and consolidated across West Africa, including Senegambia and the wider Sahel. This long-term movement helped embed mobile cattle pastoralism and seasonal transhumance as major livelihood systems across semi-arid zones.
A Fulani-led Islamic reform movement (jihad) began in the Fouta Djallon highlands, creating new political authority over a key “headwaters” region for rivers flowing toward the Sahel. This affected security, trade, and pastoral access between highlands and surrounding savannas.
The Imamate of Futa Jallon emerged as a theocratic state (1725/1726–1896/1912 in various framings), anchored at Timbo. The new state helped structure regional authority in ways that influenced movement corridors, taxation, and protection for communities engaged in pastoral mobility.
In the middle Senegal River valley, an Islamic revolution led to the Imamate of Futa Toro. Control of the river corridor mattered for seasonal movements and exchanges between pastoralists and farming communities along a key Sahel–Atlantic axis.
Usman dan Fodio’s movement culminated in the founding of the Sokoto Caliphate (from 1804). Its emirate system and political economy shaped land use, markets, and security across a vast zone where Fulani pastoralists practiced seasonal mobility alongside settled agriculture.
The Massina Empire formed in the Inner Niger Delta under Seku Amadu (from 1818), becoming a major Fulani-led theocratic state. Its administration organized production and resource use in a landscape where transhumant herding depended on flood cycles and dry-season pastures.
Seku Amadu’s forces won the Battle of Noukouma (21 March 1818), a turning point in the jihad that enabled rapid expansion in the Inner Niger Delta. Control over this floodplain region strongly affected the seasonal scheduling of grazing, fisheries, and farming access.
Seku Amadu founded Hamdullahi as the capital (1819). State-building in the Inner Niger Delta strengthened institutions that regulated movement and access to pasturelands and water points—core issues for Fulani pastoral mobility in the Sahel.
The Tukulor Empire overran Segu (1861) and subsequently conquered Macina, extending influence toward Timbuktu. These conquests disrupted existing political orders and could trigger shifts in pastoral routes and security conditions for mobile herders across the middle Sahel.
French forces defeated the Imamate of Futa Jallon at the Battle of Porédaka (13 November 1896), killing the last almamy, Bokar Biro, and accelerating annexation. Colonial rule reconfigured borders and authority, affecting cross-regional movements central to Fulani transhumance.
The Battle of Sokoto (15 March 1903) marked the fall of Sokoto city to British forces and the installation of a sultan under colonial authority. Colonial conquest across emirates changed governance over land, taxation, and security—factors that shape pastoral mobility.
The severe 1968–1973 Sahel drought caused major livestock losses and pushed many pastoralists to alter migration timing and routes, often moving farther south or clustering near permanent water. It became a landmark shock reshaping modern transhumance dynamics in the Sahel.
Nigeria’s Land Use Act (1978) restructured land tenure by vesting land in state governors and setting new rules for rights of occupancy. These legal changes influenced how grazing access, corridors, and rural land disputes evolved in areas used by Fulani herders.
ECOWAS adopted Decision A/DEC.5/10/98 (31 Oct 1998) to regulate transhumance between member states, including documentation frameworks (commonly operationalized via transhumance certificates) meant to reduce conflict and manage cross-border herd movements.
By the late 1990s–present, ECOWAS transhumance regulation has become a key reference point for coordinating seasonal pastoral movements across borders in the Sahel, alongside national and local rules and security constraints.
Nigeria’s Benue State passed the Open Grazing Prohibition and Ranches Establishment Law (2017), part of a wider shift toward restricting open grazing amid farmer–herder conflict. Such laws can force route changes, longer treks, or greater reliance on negotiated access.
UNESCO’s Intergovernmental Committee inscribed Transhumance on the Representative List of the Intangible Cultural Heritage of Humanity (December 2023). While not specific to the Fulani, the inscription elevated global recognition of seasonal pastoral mobility as living heritage.
