During Cyrus II’s reign, Achaemenid power expanded eastward to the regions bordering the Indus River, setting the stage for later, more formal incorporation of territories connected to the Indian subcontinent (notably Gandhāra and adjacent areas).
Soon after taking power, Darius I commissioned the multilingual Behistun Inscription, which includes lists of subject lands and is a key primary reference for the empire’s territorial scope, including eastern regions connected to later Indian-subcontinent administration.
Under Darius I, Achaemenid control expanded into and/or was reorganized across areas associated with the Indus system, including Gandhāra and the satrapy later referred to as Hindūš in royal inscriptions—marking the most direct administrative interaction with parts of the Indian subcontinent.
Herodotus reports that Darius I sent ships manned by Scylax of Caryanda to travel down the Indus to its mouth, then onward by sea—an expedition that linked imperial knowledge-gathering to later consolidation of Achaemenid authority in the Indus region.
Herodotus describes Darius’s system of twenty tribute-paying districts, with the “Indians” (as categorized by Herodotus) forming the twentieth satrapy and paying a notably large tribute in gold dust—evidence in Greek sources for structured imperial extraction linked to the Indus region.
The Persepolis Fortification Tablets (largely from Darius I’s reign) preserve detailed administrative records (rations, travel, provisioning) and demonstrate the Achaemenid Empire’s capacity for large-scale bureaucratic management—context for how distant satrapies, including the easternmost ones, could be integrated into imperial systems.
The DNa inscription on Darius I’s tomb at Naqsh-e Rostam lists subject lands; it is frequently cited for including Gadāra (Gandāra) and Hindūš, reflecting official imperial geography that explicitly names regions tied to the northwestern Indian subcontinent.
Herodotus lists “Indians” among Xerxes I’s forces during the invasion of Greece, describing their distinctive equipment and command. This indicates that Achaemenid rule could mobilize manpower from regions Greek authors associated with India into imperial campaigns far to the west.
In 479 BCE, the Greek coalition’s victory at Plataea ended the major phase of Xerxes’ invasion. While not specific to South Asia, it forms part of the wider context in which Achaemenid imperial resources—including troops drawn from many subject regions—were tested in long-distance warfare.
At Gaugamela (331 BCE), accounts of the battle note Indian elements fighting with Darius III’s forces, illustrating that Achaemenid connections to the subcontinent’s northwestern borderlands persisted into the empire’s final decades.
In 327 BCE, Alexander moved into regions identified as the former Achaemenid satrapy of Gandhāra, demanding submissions from local rulers and campaigning against resistant groups—an episode that explicitly framed the area as part of what he had won from the Achaemenids.
By the late 330s–320s BCE, Macedonian expansion displaced Achaemenid authority in the empire’s eastern satrapies, bringing the period of formal Achaemenid governance and military-tributary interaction with the northwestern Indian subcontinent to a close.
