Cyrus II (“the Great”) conquered Babylon (539 BCE) and soon promulgated policies of restoring sanctuaries and returning displaced peoples. This imperial shift underpinned the Judaean community’s return from Babylonian exile and the Persian-era reorganization of Judah as Yehud.
In the first year of Cyrus’ rule over Babylon, return migration to Judah began under Persian authorization (traditionally dated to 538 BCE). This marks the start of the Persian-period restoration community in Jerusalem and its environs.
Early returnees reconstituted cultic life at Jerusalem and initiated rebuilding of the Temple (traditionally placed in the mid-530s BCE). The foundation work became a key symbol of restoration but did not proceed smoothly due to local opposition and administrative disruptions.
In the second year of Darius I (520 BCE), prophetic exhortation (Haggai and Zechariah) catalyzed the resumption of Temple construction, re-energizing the restoration project after a prolonged halt.
After imperial review, Darius I reaffirmed Cyrus’ authorization and ordered support for rebuilding, embedding the Jerusalem Temple within Achaemenid administrative practice and royal patronage.
The Second Temple was finished during the reign of Darius I (commonly dated to 516 BCE), anchoring the Second Temple period and providing the institutional center for Yehud’s religious and communal life under Persian rule.
Ezra is placed by many scholars in the reign of Artaxerxes I, with his arrival commonly dated to 458 BCE (with some scholarly dispute). His mission is associated with reinforcing Torah-centered communal norms and Persian-authorized governance reforms.
Nehemiah, cupbearer to Artaxerxes I, traveled to Judah around 444 BCE to organize rebuilding Jerusalem’s fortifications, strengthening the city’s security and the administrative viability of Yehud’s capital.
Nehemiah functioned as governor of Yehud for a multi-year term (traditionally twelve years), pursuing administrative, economic, and religious reforms that shaped Yehud’s Persian-period social order.
A well-known Elephantine papyrus (dated 407 BCE) records a petition to Bagohi/Bagoas, governor of Yehud, seeking permission to rebuild the Jewish temple at Elephantine. The document illustrates Persian administrative channels and the recognized authority of Yehud’s governorship beyond Judah itself.
Small silver coins inscribed YHD (“Yehud”) began to be minted around ca. 350 BCE, reflecting provincial administration, local economic life, and forms of delegated authority within the Achaemenid imperial system.
In 332 BCE, Alexander the Great’s conquest of the Levant (including decisive operations such as the siege of Gaza) effectively ended Achaemenid control over the region, closing the Persian administrative era of Yehud.
