From about 1540 onward, many local administrations increasingly converted taxes from grain to silver payments. This fiscal practice helped deepen China’s reliance on silver as a monetary metal and increased demand for imported bullion where local supplies were insufficient.
Potosí (Cerro Rico) was founded in 1545 as a mining town, launching one of the largest early modern silver booms. Its output later became a major upstream source for silver that ultimately flowed into Asian markets, including Ming China.
Japan’s Iwami Ginzan complex became a major center of large-scale silver mining from the 16th century, with shipment routes linking the mine to ports trading across East Asia. Japanese silver was a key early supplier for China’s growing silver-based taxation and commercial economy.
In 1565, Andrés de Urdaneta established the return route that made regular trans-Pacific voyages possible, inaugurating the Manila–Acapulco galleon system. This route later carried large quantities of American silver to Manila for exchange with Chinese merchants and goods.
On 1567-01-17, Haicheng County was established at Yuegang, and Ming authorities relaxed maritime prohibitions there, making it the only legal port for private overseas trade. This legalization facilitated larger, taxable flows of foreign silver and maritime commerce through Fujian networks.
On 1571-06-24, Manila became a Spanish city and soon depended economically on exchange between Chinese merchants’ goods and Spanish-American silver arriving via Acapulco. Manila’s rise strengthened a durable channel feeding American silver toward China.
A mint was established at Potosí under Viceroy Francisco de Toledo, and coinage began in 1574. Large-scale coining helped standardize and mobilize American silver for global trade circuits that increasingly terminated in Chinese markets.
In 1580, the Ming court (under Zhang Juzheng’s leadership) promulgated the Single Whip Reform, consolidating multiple taxes and labor obligations into a single silver payment. This intensified monetization and made state finance more sensitive to silver supply and price movements.
In 1581–1582, Ming authorities undertook cadastral work (field measurement, boundary marking, and registration) connected to streamlining land-tax collection in silver. The effort improved local fiscal administration even if national consolidation remained incomplete.
Zhang Juzheng died in July 1582 after spearheading major fiscal and administrative measures, including land- and tax-register initiatives associated with silver commutation. His death was followed by political backlash and policy reversals that weakened reform momentum.
In 1593, Spanish authorities issued a decree limiting Manila–Acapulco traffic to two ships per year (with reserves), attempting tighter control over the lucrative silver-for-Asian-goods trade. Regulation aimed to manage profits and security but did not eliminate contraband flows.
By the late Ming period, Spanish silver dollar coins became prominent in coastal and commercial circulation, often verified by Chinese assayers’ “chop marks.” Coin inflows complemented bullion (sycee) and linked Chinese internal exchange more directly to global silver markets.
Beginning in 1621, the She–An (Yongning) Rebellion in Sichuan and Guizhou imposed heavy military and provisioning costs on the Ming state, increasing the fiscal pressure on a system increasingly dependent on silver-based revenue and transfers.
From 1628, widespread peasant uprisings expanded across multiple provinces. These conflicts reflected compounding stresses—tax burdens, disasters, and state weakness—and further disrupted revenue collection in a silver-centered fiscal order.
During the Jiashen Incident (1644-04-22 to 1644-04-25), Li Zicheng’s forces captured Beijing and the Chongzhen Emperor committed suicide, marking the effective end of the Ming dynasty. The collapse occurred after years of military, climatic, and fiscal strain in an economy deeply reliant on silver taxation and liquidity.
