A violent clash between rival Japanese tribute missions in Ningbo led to looting and casualties and effectively derailed the regulated tribute-trade channel. The breakdown of legal trade is widely linked to increased pirate-smuggler activity (wokou) along the southeast coast.
By the late 1530s, Shuangyu (off Ningbo) developed into a key base for clandestine trade networks involving Chinese smugglers and foreign merchants—an environment that both enabled and blurred into wokou activity.
The Ming court appointed Zhu Wan as Grand Coordinator of Zhejiang with expanded authority over Zhejiang–Fujian coastal defense, signaling a more centralized, hardline response to illicit trade and pirate-raider violence.
Zhu Wan’s forces sailed from Wenzhou and assaulted Shuangyu in June, sinking vessels and razing the settlement. The operation sought to sever the logistical base of pirate-smuggler networks operating off Zhejiang’s coast.
After impeachment and investigation over unauthorized executions, Zhu Wan committed suicide. His downfall was followed by a rollback of his enforcement regime and the dispersal of his fleet—conditions that contributed to a worsening coastal security environment.
Wang Yu was summoned to fill the coastal-defense leadership gap in Zhejiang, recruiting capable commanders (including Yu Dayou) and promoting fortification and local wall-building as raids escalated.
Qi Jiguang was sent to Zhejiang amid the intensifying raids. He is associated with rebuilding discipline through new recruiting and training practices that produced more effective coastal-defense units.
Ming forces under Zhang Jing, with key generals including Yu Dayou, defeated a large wokou force near Jiaxing. The victory—reported as the largest to date in the campaign—boosted confidence in organized coastal suppression operations.
Pirate leader Wang Zhi arrived at Zhoushan and entered negotiations that tied anti-piracy outcomes to demands for legalized maritime trade. He was soon detained by Ming authorities, undercutting accommodation efforts and provoking renewed violence from his followers.
A major effort converging on Zhoushan from multiple directions—associated with Hu Zongxian’s campaign and involving Yu Dayou and Qi Jiguang—did not immediately eliminate pirate bases there, illustrating the operational difficulty of coastal-island strongholds.
Wang Zhi was beheaded by imperial order. Rather than ending raids through “decapitation,” the execution helped harden opposition among remaining pirate-smuggler groups and contributed to continued fighting into the 1560s.
Qi Jiguang’s forces won a series of victories in the Taizhou area (including Xianju and Taozhu), strengthening Ming control of key stretches of the Zhejiang coastline and demonstrating the battlefield impact of improved training and tactics.
Qi led elite troops into Fujian and over two months eliminated several major pirate bases (often identified as Hengyu, Niutian, and Lindun). The shift reflected Ming strategy to chase raiders into their coastal strongholds rather than only reacting to landings.
After pirates seized Xinghua (Putian area), Qi Jiguang returned with a larger force and reclaimed the city. The campaign helped break organized wokou footholds in Fujian and reduced the scale of subsequent incursions.
Ming commanders Qi Jiguang and Yu Dayou jointly defeated a major remnant pirate force near Nan’ao Island (near the Fujian–Guangdong boundary). This engagement is commonly treated as part of the late-stage suppression of large wokou formations.
With the Longqing Emperor’s accession, the court moved to relax restrictions on overseas trade (often summarized as “lifting the sea ban”), a policy shift that reduced incentives for smuggling networks that had fed the wokou crisis.
