Revenue assessment was standardized using a ten-year average of crop yields and prices (the dahsala method), collected largely in cash under the zabt framework. Although devised under Akbar, it remained a key reference point for later Mughal fiscal practice and debates about collection pressures in the countryside.
Abu’l Fazl compiled the Ain-i-Akbari as a detailed administrative report (including fiscal and statistical information) describing how the Mughal state assessed and managed resources—an essential baseline for understanding later (17th–18th century) continuities and strains in land-revenue collection.
Across much of Mughal north India, zamindars functioned as locally rooted intermediaries—ranging from autonomous chiefs to smaller lineage heads—who helped organize collection from cultivators (ryots), combining fiscal roles with local authority and, at times, armed followings. This intermediation shaped rural power relations and the practical realities of assessment and collection.
The Mughal jagir system paid many officers through temporary assignments of land revenue rather than fixed salaries. This structure often encouraged short-term maximization of collections and could increase pressure on village society, especially when assignees changed frequently or sought rapid recovery of expected income.
Soon after taking power, Aurangzeb is recorded as remitting a large number of long-standing taxes. Even with such remissions, later fiscal-military demands and assignment-based collection practices continued to produce acute tensions in many rural zones.
In the later 1660s, tribal Pathans repeatedly disturbed Mughal control in the northwest, including attacks on border districts and caravan routes. Such disruptions mattered fiscally: they threatened customs and transit revenues and forced costly security responses that fed broader pressures on revenue administration.
The Jat peasantry in the Mathura region rose in rebellion (commonly dated to 1669 in overview accounts). These conflicts highlight how agrarian communities and locally influential groups could contest collection demands and administrative coercion, complicating the state’s ability to realize assessed revenue.
In 1672, a revolt by the Satnamis (centered around Narnaul) briefly displaced Mughal officials locally before being suppressed. It is often treated as an agrarian-style disturbance, illustrating how rural dissent and mobilization could directly interrupt revenue and administrative control.
Aurangzeb’s execution of Guru Tegh Bahadur (1675) is closely linked in many syntheses to intensifying conflict in the Punjab. Such upheavals were not only political and religious but also affected local governance and the feasibility of stable revenue collection in contested areas.
Aurangzeb reimposed the jizya in 1679. While not a land tax, it added to the overall fiscal environment and became politically contentious, intersecting with already strained agrarian conditions shaped by jagir-based collection and local power struggles.
From the early 1680s, Aurangzeb’s extended Deccan campaigns absorbed resources and reduced his capacity to supervise northern administration closely. Many historians link these pressures to harsher extraction by grantees and increased agrarian unrest—conditions that could weaken collection and deepen rural change.
After Aurangzeb died in 1707, Mughal central authority weakened substantially in many regions. As regional powers expanded and local magnates asserted autonomy, the state’s ability to enforce standardized assessment and collection through officials and intermediaries (including zamindars) became increasingly uneven.
In the early 18th century, Bengal’s provincial leadership (nawabs) increasingly functioned with de facto autonomy from Delhi. This shift mattered for rural society because provincial regimes and their local intermediaries adapted revenue practices to new political realities, reshaping bargaining power over assessment, enforcement, and arrears.
The Treaty of Allahabad granted the East India Company diwani rights (revenue collection authority) in Bengal, Bihar, and Orissa on behalf of the Mughal emperor. This was a major institutional break: it redirected the apex of revenue control away from Mughal provincial systems and reshaped how intermediaries and rural producers experienced extraction.
In 1769–1770, a devastating famine struck Bengal and Bihar during the period of Company diwani and “dual governance.” The crisis highlighted how revenue demands and administrative incentives could interact disastrously with ecological shocks, accelerating rural distress, migration, and long-term changes in agrarian society.
