The Kangxi Emperor issued an edict fixing the ding (poll-tax/labor-service) quota based on the prior census, promising that subsequent population growth would not trigger higher quotas. This helped stabilize Qing fiscal expectations but also encouraged reliance on surcharges and local expedients as population expanded.
Qing officials began implementing tanding rumu (“apportioning the poll tax into the land tax”), converting obligations assessed on adult males into levies tied to land. This shifted the practical tax base toward landholding and helped further monetize routine taxation in silver.
A 1757 decree made Guangzhou (Canton) the only legal port for most Western maritime commerce, tightening state oversight of foreign trade. The measure laid the foundation for a highly regulated system that shaped tea exports, silver payments, and customs income.
Between roughly 1760 and 1842, foreign merchants at Guangzhou were required to operate through the Cohong (a licensed guild of Chinese merchants) under official customs supervision (the Hoppo). This structure concentrated trade—especially tea—and created predictable channels for duties, fees, and informal exactions.
Britain’s Commutation Act sharply reduced the tax on tea, expanding legal consumption and increasing demand for Chinese tea. Rising tea imports reinforced Britain’s need to remit large amounts of silver to China under the prevailing trade pattern.
Britain dispatched the Macartney Embassy to request broader commercial relations and diplomatic footing beyond Canton-era constraints. The mission is closely linked to disputes over the tea-driven trade imbalance and Qing insistence on established trade procedures.
As tea demand kept Britain dependent on silver payments, the East India Company increasingly relied on selling Indian opium indirectly via “country” traders to obtain silver in China, which could then be used to purchase tea at Canton. This innovation started to shift the long-running silver flow pattern.
Britain’s 1813 charter revision ended the East India Company’s monopoly over Indian trade while retaining its privileged position in the tea/opium/China trade. The act shaped how Britain financed tea purchases and managed the silver costs of the China trade in the following decades.
By the 1820s, opium’s profitability helped move the overall balance of trade toward Britain, contributing to net silver outflows from China after earlier decades of inflow. These shifts strained Qing monetary conditions and heightened political conflict over the narcotics trade.
The East India Company’s monopoly on trade with China ended in 1833, increasing the role of private British merchants in the Canton trade. The change intensified competitive pressure around tea purchasing and opium-related financing mechanisms tied to silver flows.
The Daoguang Emperor empowered Lin Zexu as imperial commissioner to enforce prohibition at Guangzhou. His crackdown targeted the foreign-linked opium supply chain that had become intertwined with the tea trade’s payment system and China’s worsening silver outflow concerns.
After the First Opium War, the Treaty of Nanking opened five ports to British trade, abolished the Cohong monopoly, and imposed major indemnities payable in silver dollars. The settlement weakened Qing control over customs collection and altered the institutional framework that had governed tea-and-silver exchange at Canton.
The post-1842 treaty-port regime shifted key revenue collection toward standardized tariffs and expanded foreign access, reducing Qing leverage embedded in the Canton System. This created new fiscal pressures as indemnity payments, trade expansion, and silver movements interacted with existing tax limits and administrative constraints.
The 1858 Treaty of Tianjin (Tientsin) further expanded treaty-port access, permitted foreign legations, and effectively legalized the import of opium, deepening the commercial integration that had grown out of tea-for-silver dynamics. These changes further constrained Qing tariff autonomy and complicated fiscal stabilization efforts.
