A smaller, earlier uprising led by Wang Lun in Shandong (often linked to White Lotus-derived networks) foreshadowed the kind of millenarian-sect mobilization that later expanded into the White Lotus Rebellion.
Large groups of rebels claiming White Lotus affiliation rose in the mountainous borderlands between Sichuan, Hubei, and Shaanxi, turning local economic and social grievances into a widening insurgency.
Rebel leaders including Zhang Zhengmo and Nie Jieren rose in open revolt in Hubei, marking escalation from clandestine organizing into sustained armed conflict in central China.
The Jiaqing Emperor began his reign as Qianlong abdicated, but effective authority remained constrained while Qianlong lived—complicating early responses to the spreading conflict.
The rebellion largely consisted of dispersed bands using hit-and-run tactics. Campaign funds were heavily embezzled by Heshen and associates, weakening regular forces and contributing to prolonged warfare.
One prominent rebel leader, Wang Cong’er, died in 1798 after an ambush and defeat near Yunxi (Hubei), illustrating both the rebellion’s capacity to produce charismatic commanders and the intensifying Qing countermeasures.
Another notable leader, Wang Nangxian, was captured and executed in Beijing, reflecting the Qing effort to decapitate rebel leadership and deter further recruitment.
With Qianlong’s death, Jiaqing moved against the powerful favorite Heshen, enabling a more forceful and less obstructed prosecution of the war effort.
Jiaqing had Heshen arrested days after Qianlong’s death, opening the way for anti-corruption actions and reorganization of the rebellion suppression campaign.
The Qing increasingly relied on removing food supplies, concentrating villagers into armed stockades, and organizing local militia—a major shift from dependence on regular troops to localized defense and pursuit forces.
Beyond force, the Qing used amnesty offers for many followers and rewards for capturing leaders, helping to fragment insurgent bands and reduce their ability to sustain campaigns.
By 1804 the affected regions were again under imperial control, largely through the militia-stockade system. The conflict’s end left the Qing with a powerful militia apparatus that proved difficult to disband.
