Yolŋu leaders and artists collaboratively produced the Yirrkala Church Panels for the new mission church, integrating clan designs and sacred narratives in a public setting. The panels are widely understood as an early, influential form of Yolŋu political-cultural assertion that immediately preceded the bark petitions.
The Methodist mission church at Yirrkala opened with the Church Panels placed behind the altar. Their prominent placement made Yolŋu law, identity, and Country visible within a major community institution at the moment mining pressures intensified.
A Yolŋu bark petition (Ṉäku Dhäruk) protesting the excision of land at Gove for bauxite mining was tabled in the Australian House of Representatives. It was a landmark moment: the first time the Commonwealth Parliament formally received a petition combining typed text with painted clan designs expressing Yolŋu relationships to Country.
A second bark petition—framed by different clan designs—was tabled in the House of Representatives, reinforcing Yolŋu opposition to unconsulted mining and strengthening the political impact of the campaign by showing broad community authority and continuity.
A House of Representatives Select Committee established in response to the petitions reported its findings, recommending protections for sacred sites and compensation for loss of livelihood (while not recommending a halt to mining). The report is a key early parliamentary acknowledgment of Yolŋu grievances and land-based rights claims.
Swiss Aluminium and CSR Limited formed Nabalco (North Australian Bauxite and Alumina Company), advancing feasibility work for bauxite mining near Yirrkala. This corporate consolidation intensified the stakes of Yolŋu political and artistic activism around land and governance.
The Northern Territory enacted the Mining (Gove Peninsula Nabalco Agreement) Ordinance 1968, a pivotal legal step enabling the mine and associated arrangements. Accounts of the bark petitions’ aftermath commonly note that compensation-related recommendations were not implemented in this framework.
The settlement established to support the mining workforce was gazetted as Gove, embedding the industrial project into the region’s built environment. Yolŋu later used petitioning practices again in advocating for appropriate naming and recognition in the area.
Yolŋu plaintiffs initiated litigation against Nabalco and the Commonwealth by lodging writs in what became known as the Gove land rights case (Milirrpum and Others v Nabalco). The case translated Yolŋu claims—previously advanced through petitions and art—into a direct test within Australian law.
The legal claim in Milirrpum v Nabalco was amended to specify representation across numerous Yolŋu clans with interests in the affected Gove Peninsula area, formalising the breadth of the collective rights being asserted.
Artist and leader Narritjin Maymuru established the Raki gallery at Yirrkala, selling Yolŋu works outside mission control. This expanded the strategic use of art as public-facing advocacy and economic-cultural self-determination during the land-rights struggle.
Justice Richard Blackburn delivered judgment in Milirrpum v Nabalco Pty Ltd (the Gove land rights case), finding against the Yolŋu claimants in Australian law at the time. Despite the loss, the case became a foundational reference point for later land rights and native title developments, following the earlier petition-and-art activism.
