The scale of the proposed Bulgarian state alarmed other Great Powers and set the stage for an international revision at Berlin, where Germany would act as host and broker.
The Treaty of Berlin revised San Stefano’s settlement, reducing Bulgaria and confirming Austria-Hungary’s right to occupy and administer Bosnia and Herzegovina while leaving it formally Ottoman. Germany and Austria-Hungary concluded the Dual Alliance, promising mutual support if attacked by Russia and neutrality if attacked by another power. Austria-Hungary and Russia issued the Mürzsteg reform program to the Ottoman Empire to stabilize Macedonia after unrest, seeking to manage Balkan volatility through joint oversight. Germany was not a signatory, but the agreement mattered for German policy because it reflected continuing Austro-Russian friction—and periodic cooperation—over Balkan governance.
Bulgaria declared de jure independence from the Ottoman Empire, a major shift in the Balkan balance after the Young Turk Revolution. The move contributed to heightened regional rivalry and helped create conditions in which Austria-Hungary and Serbia (with Russian backing) would clash more sharply—an ongoing challenge for German alliance management.
Austria-Hungary formally annexed Bosnia and Herzegovina, escalating tensions with Serbia and provoking international crisis. Germany’s alliance with Austria-Hungary made Berlin a decisive backer of Vienna, tightening the link between German policy and Balkan flashpoints.
As the Bosnian Crisis peaked, Germany backed Austria-Hungary firmly and pressed Russia to accept the annexation, after which Serbia also recognized the new status quo. The episode deepened Russian and Serbian resentment and reinforced perceptions that Germany would stand behind Austria-Hungary in Balkan confrontations.
Serbia and Bulgaria concluded an alliance (one of several bilateral arrangements) that helped form the Balkan League. The League’s creation under Russian influence increased pressure on Ottoman rule and amplified Austria-Hungary’s fears of Serbian expansion—developments with direct implications for Germany as Vienna’s principal ally.
Montenegro declared war on the Ottoman Empire, initiating the First Balkan War; other Balkan League members followed shortly after. The rapid collapse of Ottoman power in Europe intensified Great Power competition over borders and access, confronting Germany and Austria-Hungary with a strengthened Serbia and a more unstable regional order.
The Treaty of London concluded the First Balkan War and redistributed Ottoman territory in Europe, leaving major disputes—especially over Macedonia—unresolved among the victors. The settlement heightened Austria-Hungary’s alarm at Serbian gains, sharpening the alliance stakes for Germany in subsequent Balkan tensions.
The Treaty of Bucharest settled the Second Balkan War, expanding Serbia’s position in Macedonia and leaving Bulgaria embittered. The result further increased Austria-Hungary’s insecurity about Serbia’s regional rise—an issue that increasingly shaped German strategic calculations through its alliance commitments.
After the assassination of Archduke Franz Ferdinand, German leaders assured Austria-Hungary of strong support—later termed the “blank cheque”—for action against Serbia. This commitment reduced Vienna’s incentive to compromise and was a pivotal escalation in a Balkan-centered crisis that became a general European war weeks later.
