Chemawa (originally the Forest Grove Indian Training School, later moved to Salem) began operating as an off-reservation boarding school, eventually becoming the oldest continuously operated Native American boarding school in the United States. Its longevity illustrates the institutionalization of federal Indian education beyond individual “model” schools like Carlisle.
Albuquerque Indian School was established as a boarding school and later run for much of its history by the Bureau of Indian Affairs. Like other federal boarding schools, it pursued assimilation through regimented discipline and vocational training aimed at reorienting Native students toward Euro-American social norms.
The Dawes (General Allotment) Act authorized breaking up tribally held reservation lands into individual allotments, with remaining “surplus” lands opened to non-Native settlement. Allotment policy worked alongside boarding-school assimilation by targeting both land bases and cultural continuity of tribal nations.

The Perris Indian School opened in California as the state’s first off-reservation boarding school; it later relocated to Riverside and became the Sherman Institute (now Sherman Indian High School). It exemplified how the federal system expanded geographically while continuing assimilationist curricula and discipline.
Congressional funding and policy enabled new off-reservation boarding schools such as Mount Pleasant in Michigan, which followed the Carlisle model. The school’s establishment illustrates how federal Indian education scaled into a network of institutions designed to remove children from communities for extended periods.
Rapid City Indian School opened as part of the federal off-reservation boarding school movement. Its later conversion into a tuberculosis center underscores the serious health burdens associated with congregate boarding-school conditions and the broader federal management of Native health and schooling.
The Burke Act amended allotment policy by allowing the federal government to issue fee-simple patents to allottees deemed “competent,” often making lands immediately taxable and vulnerable to sale. This strengthened assimilation pressures by further undermining the land security of Native families already affected by allotment and boarding-school removal.
The Society of American Indians formed as the first national Native-led rights organization. Many members were boarding-school educated professionals, and the group advocated reforms (including citizenship and improved conditions), showing how Indigenous leaders organized politically within—and against—the assimilationist system.
Carlisle closed during World War I, and the federal government transferred the property back to the War Department for military use. The closure ended Carlisle’s direct operation but not its influence; its approach had already shaped many other federally supported boarding schools.
The Indian Citizenship Act declared that all non-citizen Native Americans born within U.S. territorial limits were U.S. citizens (without extinguishing tribal property rights). Citizenship policy intersected with assimilation campaigns by framing inclusion within U.S. civic life while boarding schools continued to suppress Indigenous languages and lifeways.
Lewis Meriam submitted The Problem of Indian Administration to the Secretary of the Interior, documenting widespread poverty and criticizing federal administration, including conditions in Indian education and boarding schools. The report became a major catalyst for shifting federal policy away from the most aggressive assimilation approaches.
The Johnson–O'Malley Act authorized the Secretary of the Interior to contract with states for education and other services for Native Americans, particularly those outside reservations. This reflected New Deal-era shifts toward alternative service delivery models that could reduce reliance on large federal boarding institutions.
