Following the death of Hōjō Yoshitoki, Hōjō Yasutoki succeeded him as shikken (regent) of the Kamakura shogunate, beginning the period in which he emphasized institutionalized, rule-based governance over personal rule.
Although the Rokuhara Tandai office was created after the 1221 conflict, Yasutoki’s early-career role as one of its first chiefs (Kitakata) mattered for later administration: it helped formalize the shogunate’s Kyoto-facing security and judicial presence, and shaped communication with the imperial court.
Yasutoki introduced the office of rensho (“co-signer”/assistant regent), appointing Hōjō Tokifusa as the first holder. The rensho’s co-signature on official orders created a durable mechanism for shared responsibility within top Hōjō leadership.
Yasutoki founded the Hyōjōshū (Council of State/councilors), broadening decision-making beyond a single regent and helping stabilize adjudication and administration through collective deliberation by leading warriors and officials.
Yasutoki dealt harshly with an uprising by warrior monks, demonstrating that the regency would not tolerate religious-military groups using coercion to pressure government. The episode reinforced the bakufu’s claim to maintain public order through secular authority.
The child shōgun Kujō Yoritsune was installed, reinforcing the pattern of shōguns whose authority was constrained by Hōjō regents. Under this arrangement, Yasutoki’s administrative reforms could proceed with reduced risk of shōgunal opposition.
In the years after the code’s promulgation, the Kyoto-based Rokuhara Tandai increasingly handled policing and dispute-related functions involving major religious institutions, reflecting the maturing administrative linkage between Kamakura’s regency and capital-region governance.
Yasutoki promulgated the Goseibai Shikimoku (Jōei Shikimoku), a foundational Kamakura legal code. It standardized adjudication (especially for land and inheritance disputes) and clarified official roles, marking a decisive shift toward predictable administration under the warrior government.
Hōjō Yasutoki died, ending the central phase of administrative consolidation associated with his regency. The shikken office passed to Hōjō Tsunetoki, continuing governance through institutions Yasutoki had strengthened.
