As the Fatimids prepared to shift their court from Ifriqiya to Egypt, Caliph al-Muʿizz appointed (and formally confirmed) Buluggin ibn Ziri as viceroy in Ifriqiya. This arrangement marked the start of sustained Zirid rule in the central Maghreb/Ifriqiya as Fatimid vassals.
Buluggin took up residence at Sabra al-Mansuriyya (the former Fatimid palace-city near Kairouan), anchoring Zirid administration in Ifriqiya while nominally ruling in the Fatimids’ name.
In the central Maghreb, Hammad ibn Buluggin proclaimed independence from Zirid suzerainty and shifted spiritual allegiance from the Fatimid caliph to the Abbasid caliph—an important regional precedent for later Zirid–Fatimid rupture.

Pressure from the Hilalian advance and the breakdown of inland security forced the Zirids to abandon Kairouan and retreat to the coast, making Mahdia their principal base. The move symbolized the contraction of Zirid power from an interior polity to a coastal emirate.
Amid Zirid withdrawal and fragmentation, an independent principality in Tunis emerged under the Banu Khurasan (Khurasanids), reflecting how Hilalian disruption fostered localized rule even in areas formerly within Zirid political orbit.
Tamim ibn al-Muʿizz became Zirid ruler after his father’s death, governing a reduced coastal realm amid ongoing Hilalian pressure and the emergence of semi-independent cities and dynasties in former Zirid territory.
A large naval expedition from Pisa and Genoa raided and sacked Mahdia (August 1087). The attack underscored the vulnerability of the Zirid coastal state and the growing reach of Italian maritime powers in the central Mediterranean.
