Administrative Arabization advanced when Persian was replaced by Arabic in Iraq’s fiscal/administrative bureaus (dīwān), integrating provincial administration more closely with central Umayyad governance.

In Syria, the state’s administrative language shifted when Greek was replaced by Arabic in the Syrian dīwān—an important centralizing reform associated with unified recordkeeping and fiscal administration.
ʿAbd al-Malik died in October 705, and his son al-Walīd I succeeded him—marking the handover to a ruler who continued the centralizing trajectory of the late-7th-century Umayyad state.
