With the founding of Joseon, the state governed through a hereditary status order (e.g., yangban, sangmin, and cheonmin) reinforced by household registration. This framework structured obligations, occupations, and social interaction, forming the context in which outcaste groups such as the baekjeong were marginalized.
During King Sejong’s reign, the state attempted to manage and rename certain outcaste groups—especially those associated with slaughtering and leatherwork—under the label baekjeong. The term’s meaning shifted over time from a more neutral label (“common people”) toward a stigmatized designation for hereditary outcasts.
Over the Joseon period, baekjeong communities became strongly associated with occupations viewed as polluting (notably butchery, leather tanning, and sometimes execution). Occupational heredity and local segregation reinforced their outcaste status even where formal rules varied by region.
Baekjeong faced patterned restrictions in daily life and social recognition—limits on dress and housing, exclusion from many institutions, and stigmatized treatment in public interaction. Such practices functioned as de facto segregation mechanisms within the broader Joseon status system.
Late Joseon reforms weakened older hereditary-status institutions; a major landmark was the 1801 emancipation of large numbers of government-owned nobi (state slaves/servants). Although not specific to baekjeong, the change signaled mounting challenges to hereditary hierarchy.
Within the Gabo-era transformation, the nobi system was abolished (commonly dated to 1894), removing a key institution of hereditary unfreedom. Together with class-abolition declarations, this further eroded formal foundations for hereditary rank ordering.
The Gabo (Kabo) Reforms (1894–1896) introduced sweeping institutional changes and formally declared the abolition of hereditary status distinctions and yangban privileges. This created a new legal basis for equality, even as entrenched prejudice persisted socially.
Post-Gabo governments pursued implementation mechanisms for equality, including reforms to household registration (hojŏk) intended to remove explicit status labeling. These changes affected low-status groups by reshaping how individuals and households were officially recorded.
Around 1900, baekjeong leaders in Jinju petitioned local authorities to permit the same clothing and hats as other people—an early, visible episode of organized resistance to public-status markers and everyday discrimination.
After Japan’s annexation of Korea, colonial economic and administrative change altered traditional occupational niches (including slaughtering and meat distribution) while social prejudice against baekjeong-origin communities continued. Changing labor markets both disrupted old monopolies and created new forms of vulnerability.
Activists established Hyungpyeongsa (형평사) in Jinju as an organized social movement to end discrimination against baekjeong/paekchŏng and to promote equal treatment. It became a prominent example of interwar-era civil organizing around hereditary stigma.
Through the 1920s, Hyungpyeongsa chapters and allies used petitions, meetings, and campaigns to challenge exclusionary customs and public markers of inferiority. The movement linked everyday discrimination (names, dress, public access) to broader claims of civic equality.
In the 1930s, intensified colonial policing and wartime mobilization narrowed space for independent social organizing. Equality campaigns associated with baekjeong-origin communities faced greater surveillance and pressure, contributing to organizational weakening.
Japan’s surrender ended colonial rule in Korea. Legal frameworks changed again during the post-liberation transition, but stigma toward baekjeong-origin communities did not disappear automatically; prejudice and social barriers often persisted despite formal equality claims.
