The Ottoman state began collecting the pençik (“one-fifth”) tax on war booty, a practice that could be taken in kind as captives. This helped channel enslaved war captives into the sultan’s household (kul) military-administrative manpower and shaped later slave-soldier institutions.
A widely cited early written reference to the child-levy system appears in sources dated 1438 (with scholars noting the practice likely began earlier). This marks the devshirme’s emergence as a documented mechanism for recruiting and enslaving/converting Christian boys for imperial service.
From the 15th century onward, devshirme recruitment fed the sultan’s household (kapıkulu) with converted slave-servants who could rise into high office, including the grand vizierate. This institutionalized a political counterweight to hereditary or provincial elites.
After the Ottoman conquest of Kefe (Caffa), the port became a central node for the Black Sea slave trade, receiving captives from steppe raids and forwarding them into Ottoman markets. The Crimean trade linked raiding economies, Ottoman merchants, and household slavery across the empire.
Between the 15th and 18th centuries, Crimean Tatar and Nogai raids regularly captured people from the Polish-Lithuanian Commonwealth, Muscovy/Russia, and the Caucasus. Many captives were sold through Crimean markets and exported into the Ottoman Empire, making raiding and slave commerce a major regional economic engine.
By the late 16th century, expansion of the standing army and changing warfare contributed to a loosening of the devshirme’s earlier recruitment pattern, with growing use of alternative pathways into the Janissary corps. This shift altered the relationship between enslavement, military service, and social mobility.
The devshirme as a state child-levy for Janissary recruitment is commonly dated as ending formally by 1648 (though related practices and attempts at revival occurred later). Its closure marked a major transformation in Ottoman household military manpower systems.
On 15 June 1826, Mahmud II forcibly disbanded the Janissary corps in the event remembered as the “Auspicious Incident,” replacing it with a new army and accelerating centralizing reforms. The destruction of the Janissaries reshaped Ottoman military households long linked to kul (household-servant) status and slave-soldier traditions.
Sultan Mahmud II issued the 1830 firman that declared liberation of Christian slaves in the empire, in practice addressing Greek war captives enslaved during the Greek War of Independence. This decree became an early landmark in the long, uneven process of Ottoman anti-slave-trade reforms.
An 1847 imperial decree ordered the closure of Istanbul’s public slave market. While it did not end slavery, it removed the most visible slave-trading venue in the capital amid Tanzimat-era reform and international scrutiny.
Also in 1847, an imperial firman sought to suppress importation of African captives into Ottoman territory via Indian Ocean/Persian Gulf routes. The measure illustrates how Ottoman anti-slave-trade policy increasingly focused on specific maritime corridors.
In October 1854, Abdülmecid I issued a firman prohibiting the trade in Circassian and Georgian slaves into the empire—especially prominent in trafficking of girls from the Caucasus. The decree targeted trade (not slavery itself) and enforcement proved limited and contested.
In 1857, Abdülmecid I issued a firman formally prohibiting the import of African slaves to the Ottoman Empire. Contemporary and later assessments emphasize that enforcement was often weak and that major destination zones (notably the Hijaz) were not effectively covered.
The 1880 Anglo-Ottoman Convention aimed to suppress the Red Sea traffic in enslaved Africans toward Ottoman territories such as the Hijaz, granting Britain enhanced leverage for interdiction. It reflected sustained international pressure even as illicit trading persisted.
On 30 December 1889, Sultan Abdülhamid II promulgated a kanunname consolidating prior restrictions and prohibiting import and sale of African slaves from abroad, introducing procedures and penalties that were more enforceable than earlier decrees. It marked a significant late-Ottoman shift from proclamations toward codified legal enforcement.
