South African President Nelson Mandela publicly moved to broker a negotiated transition by inviting Mobutu and Kabila to meet, with UN envoy Mohamed Sahnoun involved in the effort.
Kabila arrived aboard the South African naval vessel SAS Outeniqua ahead of a planned face-to-face meeting with Mobutu under Mandela’s mediation, as rebels controlled much of the country and closed in on Kinshasa.
Mobutu left the capital as his regime collapsed and a transfer of power became imminent, with rebel forces reported near Kinshasa and government cohesion rapidly deteriorating.
AFDL forces entered Kinshasa, effectively ending Mobutu’s rule. Kabila assumed the presidency, marking the military conclusion of the First Congo War’s main campaign.
