On 24 November 1965, army commander Joseph-Désiré Mobutu took power, removing President Joseph Kasa-Vubu and sidelining civilian politicians. He framed the takeover as a way to end the political deadlock and restore order after years of crisis. This marked the start of Mobutu’s long rule and the building of an authoritarian state.
In May 1967, the regime’s ruling-party ideology was set out in the Manifesto of N’sele, tied to the Popular Movement of the Revolution (MPR). It promoted a nationalist message and rejected “tribalism” and regional rivalries, helping justify centralized control. The manifesto became a key reference point for the one-party system Mobutu was consolidating.
On 1 November 1970, Mobutu was the only presidential candidate in a tightly controlled vote presented as a “yes/no” choice. The official result overwhelmingly favored him, reinforcing the regime’s claim to popular support. This vote fit into a broader pattern of political control under the MPR.
On 27 October 1971, the Democratic Republic of the Congo was renamed the Republic of Zaire. The change was part of Mobutu’s “Authenticité” campaign, which encouraged new African names for people and places and rejected colonial-era symbols. The renaming aimed to strengthen a new national identity while also centering the state around Mobutu’s project.
A new constitution was promulgated on 15 August 1974, further centralizing power around the presidency. It fit Mobutu’s broader effort to strengthen the state’s reach and control political life. Over time, this structure helped protect the regime even as economic problems and corruption deepened.
From 8 March to 26 May 1977, fighters linked to the FNLC invaded Shaba (Katanga), challenging Mobutu’s control of a key mining region. Zaire’s armed forces performed poorly, and the government relied heavily on external help to push the invaders out. The episode highlighted how fragile the state’s security institutions had become.
Beginning on 11 May 1978, a second incursion into Shaba led to a major hostage and security crisis around Kolwezi. France and Belgium launched airborne operations to retake the city and rescue hostages as killings mounted. The conflict again showed Zaire’s dependence on outside military support in a moment of internal danger.
On 24 April 1990, Mobutu publicly ended the one-party state and promised a transition toward multiparty politics. The announcement followed growing domestic pressure and shifting international politics after the Cold War. However, the change was limited in practice and did not quickly produce stable democratic institutions.
On 7 August 1991, the Sovereign National Conference opened as a forum meant to debate the country’s political future. It reflected rising pressure from opposition parties, civil society, and churches for real political change. The process became a central arena for contesting Mobutu’s power during a prolonged and unstable “transition.”
On 16 February 1992, large crowds marched in Kinshasa to demand the resumption of the National Conference and progress toward democracy. Security forces used force to disperse demonstrators, and many people were killed or injured, according to contemporary reporting. The crackdown increased distrust of the regime and showed how reform efforts were being blocked.
The First Congo War began in late 1996 as violence in eastern Zaire escalated and neighboring states intervened. A coalition of Congolese rebels—the AFDL—formed and advanced westward as the national army weakened. The war turned Zaire’s long political crisis into a rapid military collapse of Mobutu’s rule.
In May 1997, rebel forces entered Kinshasa as Mobutu fled into exile, ending his regime. Laurent-Désiré Kabila took power and soon renamed the country the Democratic Republic of the Congo, marking a major political break with the Zaire era. The outcome closed the “Mobutu period” but left deep governance and security problems that would shape the years ahead.
