Following the July 1966 counter-coup and the collapse of Maj. Gen. Johnson Aguiyi-Ironsi’s regime, Lt. Col. Yakubu Gowon became Nigeria’s military head of state, beginning the period commonly identified as the Gowon government (1966–1975).
Nigeria’s military leaders met in Aburi, Ghana, in a major attempt to defuse the post-coup crisis and negotiate a workable federal arrangement. The meeting’s outcomes and competing interpretations became central to the subsequent breakdown of trust between the federal government and the Eastern Region.
Gowon announced the division of Nigeria’s four regions into 12 states, a major restructuring intended to address regional tensions but also one that sharpened disputes with the Eastern Region leadership in the run-up to war.
Armed conflict between the Federal Military Government and Biafra escalated into full-scale war, marking the start of the Nigerian Civil War (Biafra War), fought over secession and the political future of the federation.
In the immediate postwar period, the federal government launched the Second National Development Plan (1970–1974), aimed at reconstruction and addressing regional and sectoral imbalances as Nigeria sought to rebuild after the conflict.
With Biafran forces surrendering in mid-January, Gowon announced the war’s end and advanced a reconciliation message commonly summarized as “no victor, no vanquished,” shaping the federal government’s postwar stance toward reintegration.
The Gowon government promulgated the Nigerian Enterprises Promotion Decree (1972), a landmark “indigenization” policy designed to increase Nigerian ownership and control in segments of the domestic economy.
The Gowon government created the National Youth Service Corps (NYSC) as a mandatory post-tertiary national service scheme, explicitly framed as part of postwar nation-building to promote unity and integration among Nigerian youth.
Gowon served as Chairperson of the Organisation of African Unity (OAU), reflecting Nigeria’s growing regional and continental profile during the 1970s oil-boom era and underlining his administration’s external diplomacy.
West African heads of state signed the Treaty of Lagos, establishing the Economic Community of West African States (ECOWAS). Gowon is widely recognized as a principal promoter of ECOWAS’s creation during his tenure.
While Gowon was abroad for an OAU summit in Kampala, a bloodless military coup in Lagos announced his removal from office, ending his nine-year rule and installing Brig. Gen. Murtala Mohammed as head of state.
The overthrow of Gowon marked the close of the Yakubu Gowon government (1966–1975), a post-colonial military regime defined by the civil war, postwar reconstruction initiatives, and major state and regional institutional changes.
