Parliament passed the Group Areas Act to let the government reserve specific urban areas for one “racial group” and control who could live or own property there. The law created a powerful legal tool that made later forced removals—like Sophiatown and District Six—possible on a large scale.
The Natives Resettlement Act gave the state specific authority to remove Black residents from areas in and near Johannesburg and resettle them elsewhere. This strengthened the legal machinery used to clear places like Sophiatown and move residents to new townships such as Meadowlands.
Administration of the Group Areas system relied on government boards that mapped and recommended racially zoned areas for approval. In 1955, the Land Tenure Advisory Board was renamed the Group Areas Development Board, reflecting the state’s growing focus on reorganizing cities through forced zoning and removals.
On 9 February 1955, police began mass removals from Sophiatown, a well-known, mixed community in Johannesburg. Residents were transported out—many to Meadowlands—starting a process that broke up neighborhoods, jobs, and cultural networks.
After removals and demolition, the area was rebuilt as a whites-only suburb renamed Triomf (“Triumph”). The change was symbolic: it signaled that the state intended the destruction of Sophiatown’s mixed community to be permanent and celebrated as a policy success.
On 11 February 1966, the apartheid government declared District Six—a densely populated, multi-racial area near central Cape Town—a white group area. This decision set the stage for mass displacement and the long demolition of a community known for mixed residence, work, and culture.
In late 1966, a new consolidated Group Areas Act came into force, keeping the core powers to enforce racially separated residence and business zones. This legal continuity mattered because removals in places like District Six continued for years after the 1966 declaration.
From 1968, the state began moving District Six residents to the Cape Flats, far from jobs and the city center. Over time, more than 60,000 people were removed, showing how the Group Areas system could reshape a major city by relocating tens of thousands of residents.
In 1970, the government renamed District Six to Zonnebloem, aiming to rebrand the area after removals and encourage redevelopment. The renaming also helped erase the public identity of the displaced community from the city’s official map.
Buildings in District Six were systematically demolished over the 1970s, with many structures cleared while residents were still being displaced. This physical destruction made return difficult, and it turned the removals into a long-lasting change in Cape Town’s urban landscape.
By 1982, the last occupied houses in District Six were demolished, leaving little physical evidence of the neighborhood. The “final clearing” marked an endpoint to the main phase of destruction tied to the 1966 whites-only declaration.
Former residents and supporters created the District Six Foundation to document the community’s history and support future claims and remembrance. This civic organizing helped shift the story from forced removal toward public recognition, education, and long-term restitution efforts.
In June 1991, the Abolition of Racially Based Land Measures Act was signed and then brought into force, repealing the Group Areas Act and other racially based land laws. This marked a decisive legal end to the framework that enabled removals like Sophiatown and District Six, even though social and spatial impacts remained.
In 1994, the District Six Museum opened as a public memorial and education center about the removals and the life that existed before them. It became a key institution for preserving testimonies, maps, and community memory, and for connecting the removals to wider apartheid urban planning.
