This helped create a durable civil-society base that later supported stronger economic and cultural pressure in the 1980s.
After South African police killed protestors at Sharpeville in March 1960, the issue moved sharply up the international agenda. In April, the UN Security Council condemned the situation and called on South Africa to abandon apartheid policies, helping set the stage for later sanctions and boycott campaigns.
On 31 May 1961, South Africa became a republic and withdrew from the Commonwealth after other members criticized apartheid and opposed continued membership. The break mattered because it signaled growing diplomatic isolation and encouraged governments and civic groups to consider stronger pressure tactics.
In November 1962, the UN General Assembly adopted Resolution 1761, condemning apartheid and urging member states to take voluntary measures such as boycotts and other forms of pressure. On 30 November 1973, the UN General Assembly adopted the International Convention on the Suppression and Punishment of the Crime of Apartheid. The treaty strengthened the legal framing of apartheid by treating it not only as discriminatory policy, but as an international crime, reinforcing arguments for sanctions and isolation.
On 4 November 1977, the UN Security Council adopted Resolution 418, requiring all states to stop supplying arms and related matériel to South Africa. This was a major turning point because it made an embargo legally binding under the UN system, not just a voluntary boycott.
On 21 November 1984, activists began high-profile protests at the South African Embassy in Washington, D.C., helping build momentum for US sanctions. The movement mattered because it connected grassroots action to federal policy debates, increasing pressure on elected officials to act.
In July 1985, the UN Security Council adopted Resolution 569, urging states to expand pressure beyond the arms embargo. It encouraged restrictions on investment, transport links, sports and cultural ties, and sales such as Krugerrands, reflecting a widening international consensus for broader isolation.
In October 1985, Commonwealth leaders meeting in Nassau agreed on a coordinated plan to press South Africa to end apartheid. The agreement included adopting or reinforcing sanctions by many members and creating an Eminent Persons Group to engage the South African government, linking diplomatic outreach with rising economic pressure.
On 2 October 1986, the US Congress overrode President Reagan’s veto to enact the Comprehensive Anti-Apartheid Act. The law imposed broad sanctions—such as limits on new investment and certain imports—and set conditions for lifting them, making the United States a major participant in economic pressure on apartheid.
On 28 November 1986, the UN Security Council adopted Resolution 591 to strengthen the mandatory arms embargo and clarify earlier rules. This mattered because it tightened enforcement by reducing loopholes and reinforcing monitoring as international pressure intensified late in the apartheid era.
As South Africa’s internal reforms accelerated under President F.W. de Klerk, the European Community started relaxing some 1986 measures, including lifting the investment ban in December 1989. These steps showed how sanctions were increasingly tied to specific political changes rather than being open-ended.
On 27 January 1992, the European Community formally lifted its remaining economic sanctions that had been imposed in 1986. On 25 May 1994, the UN Security Council adopted Resolution 919, ending the arms embargo and other UN restrictions following South Africa’s first inclusive national elections and the formation of a new government.
