After the Northern Zhou dynasty weakened, the official and general Yang Jian took power and declared a new dynasty. He became Emperor Wen (Wendi) and set out to rebuild a strong central government after centuries of division. This marked the formal start of the Sui state.
The early Sui court reworked older legal traditions to create clearer, more uniform rules for the empire. These reforms are associated with the “Kaihuang” era under Emperor Wen and are often treated as a foundation for later Tang law. A more predictable legal system helped the central government extend control over local areas.
Emperor Wen built a large new capital city at Daxing (near today’s Xi’an). A planned capital supported centralized rule by concentrating key offices, markets, and military command. Daxing later became the base for the Tang capital at Chang’an, showing the Sui’s lasting influence on imperial city design.
To tighten control over border regions, the Sui ended the semi-independent Western Liang regime. Bringing this area directly under Sui authority reduced political fragmentation and improved the dynasty’s strategic position. It also freed resources for the larger goal of conquering the south.
Sui armies defeated the Chen dynasty in the south and captured its capital at Jiankang (near modern Nanjing). This ended the long North–South division and brought most of China back under one central government. Reunification allowed the Sui to standardize administration, taxation, and transport across a wider territory.
Emperor Yang strengthened Luoyang’s role as an “eastern capital,” linking it more closely to the dynasty’s main governing and supply systems. This helped the Sui manage the empire’s east and north and positioned Luoyang as a key center for transport and administration. The move also connected directly to major canal construction centered on the city.
Starting in the early 600s, the Sui expanded a large canal network to move grain and troops between the south and the northern capitals. These waterways later became a core part of China’s internal transport system. However, the work required huge forced labor drafts, increasing hardship and resentment among the population.
The Sui fought a series of costly campaigns against Goguryeo, a Korean kingdom, with major invasions in the early 610s. The wars consumed money and manpower and ended without the decisive victory the court wanted. These failures helped weaken confidence in the dynasty and fueled broader unrest.
In 612, a major Sui force suffered a disastrous defeat at the Battle of Salsu during the Goguryeo–Sui War. The scale of losses made the human cost of the wars hard to ignore at home. The defeat worsened the dynasty’s financial and political crisis by adding to dissatisfaction among soldiers and civilians alike.
In 618, Emperor Yang was killed in a coup while at Jiangdu (near modern Yangzhou). His death removed the dynasty’s central figure at a moment of widespread rebellion. It also accelerated the break-up of remaining Sui authority as different regions recognized different claimants.
After consolidating control in Chang’an, Li Yuan ended the Sui in his zone by taking the throne himself. Yang You formally abdicated in 618, and Li Yuan founded the Tang dynasty, which would build on many Sui institutions. This transition closed the Sui story: rapid reunification and big state projects, followed by war, revolt, and replacement by a new ruling house.
