The Uruguay Round concluded with the signing of the Marrakesh Agreement, which established the World Trade Organization. This changed the framework for China’s negotiations: joining the future trading system would now mean meeting WTO-wide rules covering goods, services, and intellectual property. The WTO’s stronger dispute settlement system also raised the stakes for compliance.
After the WTO began operating, China’s application was received under the WTO framework and the earlier GATT Working Party was transformed into a WTO accession Working Party. This mattered because the negotiating target shifted from restoring GATT status to joining the WTO as a full member with broader obligations. The change aligned China’s talks with the WTO’s accession procedures.
China and the United States signed a bilateral agreement on market access as part of China’s WTO entry negotiations. Bilateral deals like this are critical because they set concrete commitments on tariffs and service-sector opening that feed into the final accession package. The agreement also helped accelerate remaining negotiations with other WTO members.
China and the European Union signed a bilateral agreement on China’s WTO entry. Securing EU support was a major milestone because the EU was (and remains) a leading trading bloc and an influential WTO member. The deal reduced obstacles to finalizing China’s overall market-access commitments.
The WTO Working Party concluded negotiations and adopted the core legal documents for China’s accession. This was the technical finish line of the negotiation phase: it consolidated rules commitments, schedules for goods and services, and the draft Protocol of Accession. The package then moved to WTO ministers for final approval.
At the WTO’s Fourth Ministerial Conference in Doha, members approved China’s accession by consensus. Approval meant the negotiated package was accepted politically by WTO members, pending China’s domestic ratification and formal notification. It was a turning point from negotiation to membership implementation.
China signed the Protocol of Accession and deposited its instrument of ratification with the WTO Director-General. This step mattered because WTO rules require ratification and formal notification before membership takes legal effect. It also set the countdown to the entry-into-force date specified in the accession terms.
China’s WTO membership took legal effect 30 days after the WTO received China’s ratification, making China the organization’s 143rd member. This marked the formal integration of China into the rules-based global trading system, with enforceable commitments on tariffs, services, and trade rules. It also created new channels for resolving trade disputes through WTO procedures.
China opened its permanent mission to the WTO in Geneva, establishing a day-to-day diplomatic presence to participate in WTO committees and negotiations. This helped China manage the practical work of implementing commitments, defending its trade interests, and engaging in dispute settlement when needed. It also signaled that membership was moving from a one-time entry event to ongoing participation.
