China established full-functionality Internet access via an international leased line, marking the start of widespread public networking. This step made the Internet a new channel for information exchange inside China. It also created the conditions for later state rules on international connections and content control.
The State Council issued Decree No. 195 to regulate how Chinese networks connect internationally. The regulation centralized control of cross-border connections and made access dependent on official approval and supervision. The phrase “Great Firewall of China” entered print usage, giving a widely used label to China’s growing system of technical filtering plus legal controls. The Ministry of Public Security promulgated Decree No. 33 on security protection for international network interconnections. Access to Wikipedia was blocked in early June 2004, starting with the Chinese-language version and then extending more broadly. The episode illustrated how politically sensitive dates and topics could trigger site-wide blocking. It also previewed later challenges as global platforms adopted encryption and expanded content rapidly.
China issued regulations requiring approval for providing online news services, especially for coverage of major political and public affairs topics. This strengthened the government’s ability to limit who could produce and distribute news online. YouTube was blocked nationwide in March 2009, cutting off a major global video platform. Twitter became inaccessible in China in early June 2009, just before the June 4 Tiananmen anniversary. China announced that new PCs sold in mainland China were to include Green Dam Youth Escort filtering software, with a target start date of July 1, 2009. The plan was later delayed and shifted away from mandatory installation, but it revealed interest in moving censorship from networks to end-user devices. The controversy also highlighted technical, legal, and public acceptance challenges of client-side control.
After the July 2009 Ürümqi riots, authorities restricted internet and communications across Xinjiang, with limited access lasting many months. This showed that controls could be far stricter in a specific region during a crisis than in the country as a whole. The blackout became a major example of using connectivity limits as a stability measure.
The State Council approved the State Internet Information Office (SIIO), creating a dedicated body focused on online information management. This strengthened centralized coordination over internet content governance and policy implementation. It also set the stage for later restructuring into a more powerful, higher-profile regulator.
Beijing announced rules requiring microblog users to register with real identity information before they could post, while still allowing display nicknames. In 2014, the SIIO was renamed in English as the Cyberspace Administration of China (CAC) and became the executive arm for a new top-level Party leading group on cybersecurity and informatization. It also raised the CAC’s role in enforcement and coordination across agencies and platforms.
China held the first World Internet Conference in Wuzhen, organized by the CAC. The event promoted discussions about internet development and governance while reflecting China’s preference for state-led “internet sovereignty” approaches. It also signaled that China’s censorship and control system was paired with a strategy to shape global internet governance debates.
In May 2015, Chinese Wikipedia was blocked again in mainland China. One reason discussed publicly was that broader use of HTTPS (encrypted connections) made it harder to block only selected pages, increasing pressure toward blocking the whole site. The episode illustrates how technical changes like encryption affected censorship tactics during this period.
