China’s new leadership adopted the Common Program as a provisional constitutional framework for governing after the civil war. It set broad goals for rebuilding the economy and restructuring rural society, giving political backing to later land reform and rural mass campaigns.
Mao Zedong formally proclaimed the founding of the People’s Republic of China in Beijing. The new state then moved quickly to remake the countryside, where most people lived, as part of its broader effort to build a new political and economic order.
The PRC’s New Marriage Law took effect as part of a wider push to change rural family and gender relations during early PRC reforms. It promoted free choice in marriage and legal equality for women, changes that often overlapped with land reform and shifted household power in village life.
The PRC promulgated the Land Reform Law to end landlord landownership and create peasant landownership in many newly controlled areas. The law provided the legal basis for confiscating and redistributing land and for building new rural political organizations under Communist Party leadership.
The PRC launched its First Five-Year Plan (1953–1957), prioritizing heavy industry and centralized planning. Because industry needed food and raw materials, the state also pushed rural policies that made grain procurement and agricultural organization easier to manage.
By the early 1950s, land reform had redistributed land to many rural households in areas under PRC control (excluding places like Taiwan and some minority regions). This weakened the old landlord class and helped the state build local authority through peasant associations and rural cadres.
The Communist Party’s central leadership issued a resolution outlining a path from mutual-aid teams to elementary and then advanced agricultural producers’ cooperatives. This signaled a shift from giving peasants private land toward reorganizing farming in collective forms tied more closely to state plans.
The government publicly released a draft constitution for nationwide discussion, part of building a more formal state structure. This political consolidation mattered for rural policy because it supported a stronger planning system and clearer authority over economic “transition to socialism,” including agriculture.
The 1954 Constitution was adopted, replacing the earlier provisional framework. It strengthened the formal institutions used to run the planned economy, which in turn supported faster state-led transformation of agriculture and rural administration.
In mid-1955, Mao Zedong criticized the slow pace of forming agricultural cooperatives and urged rapid expansion. This political push helped turn cooperativization from a gradual policy into a faster nationwide campaign that would soon reach most villages.
Later in 1955, the Party adopted a major resolution endorsing agricultural cooperation as the route to socialist transformation in the countryside. It reinforced the move from small-scale mutual help and elementary co-ops toward advanced cooperatives, where land and major tools were pooled more fully.
By mid-1956, a majority of rural households had been organized into higher-level (advanced) agricultural producers’ cooperatives. This marked a major turning point: after land reform created millions of small private holdings, policy now moved toward collective ownership and collective production as the new norm.
The national legislature adopted and promulgated model rules for advanced agricultural producers’ cooperatives. Standardizing these rules helped accelerate the shift from households farming their own redistributed plots to collective farming organizations with more centralized management.
By the end of 1956, official accounts described the socialist transformation of agriculture as basically completed, with cooperatives dominating rural organization. The land reform era had ended in a new outcome: most farming households no longer operated as independent landowners, but within collective institutions that linked village production to state planning.
