After fighting spread and Nanjing came under threat, the Nationalist government announced it would relocate to Chongqing. This decision began turning an inland river city into China’s main wartime administrative center. It also signaled a shift to governing and supplying a large-scale war from the interior.
Chongqing formally became the Nationalist government’s capital during the war. Government ministries, diplomats, factories, and schools moved inland, creating severe pressure on housing, food supply, and public services. The move tied Chongqing’s local governance directly to national wartime decision-making.
To keep war production going, the National Resources Commission helped move major industries away from the coast and into the interior as the government retreated. This relocation supported arms, machinery, and basic industrial output needed for a long war. It also strengthened Chongqing’s role as a wartime industrial and planning center.
Japan began sustained air raids against Chongqing, targeting the wartime capital and transportation hubs. The attacks forced the city to expand civil defense, including air-raid shelters and emergency services. Bombing also disrupted industry and daily life, shaping how the government managed morale and labor.
The Chinese Industrial Cooperatives (often linked with the slogan “Gung Ho,” meaning work together) organized small workshops to produce uniforms, blankets, and daily necessities. The approach aimed to replace lost coastal industry and reduce unemployment among refugees. It showed how wartime governance relied on both state planning and local, small-scale production.
As Japan controlled much of China’s coast, the Burma Road connected overseas supplies to southwest China, helping sustain the wartime capital’s economy and the armed forces. Supplies moved from ports to Burma and then by road to Kunming, and onward into “Free China.” Keeping this route open became a major strategic and economic priority.
The Nationalist government formally confirmed Chongqing’s status as the wartime capital, reinforcing the city’s central role in administration, diplomacy, and economic management. This step strengthened the expectation that the government would provide durable services—policing, courts, rationing, and civil defense—despite ongoing air raids.
During a long air raid, overcrowding and poor ventilation in a major shelter tunnel contributed to mass deaths from suffocation and trampling. The tragedy exposed gaps in wartime urban governance, especially the challenge of protecting civilians during modern aerial warfare. It intensified public demands for safer shelters and clearer emergency management.
As the war dragged on, prices rose rapidly and public trust in wartime administration weakened. Financing the war became harder as supply routes narrowed and tax collection lagged behind military spending. These economic pressures undermined governance and contributed to social tension in the capital.
The United States created a major wartime command structure tied to aid and operations in the China-Burma-India (CBI) Theater, with headquarters established in Chongqing. This expanded Chongqing’s role as an international wartime hub, linking Chinese governance to Allied strategy, logistics, and military assistance.
When Japan overran Burma and seized Lashio, the Burma Road was closed at its source. The cutoff sharply reduced overland imports and worsened inflation and scarcity in the interior, including Chongqing. The government and Allies increasingly depended on airlift routes instead of trucks and rail.
The sustained bombing of Chongqing, one of the longest air campaigns against a single city in the war, eventually ended. By this stage, Allied momentum in Asia and improved Chinese air defense reduced Japan’s ability to keep up large-scale raids. The end of bombing eased, but did not remove, the city’s governance and supply crises.
As Allied forces advanced in northern Burma, a new road connection (often called the Ledo or Stilwell Road) linked back to the Burma Road network. Reopening a land route increased the flow of fuel, equipment, and other goods into China. This improved the wartime capital’s logistical outlook late in the conflict.
After Japan’s surrender, major diplomacy continued from Chongqing, including high-level talks aimed at shaping China’s postwar order. The Nationalist government also concluded the 1945 Sino-Soviet Treaty of Friendship and Alliance, reflecting the urgent scramble over Northeast Asia’s future. These negotiations showed how wartime governance in Chongqing transitioned into postwar political bargaining.
With the war over, the Nationalist government formally returned the capital to Nanjing. This ended Chongqing’s central role in national wartime governance and shifted ministries and diplomatic work back east. The move also marked a transition from wartime mobilization to a contested postwar economy and politics.
