Japan presented China with the Twenty-One Demands, seeking expanded political and economic privileges, including recognition of Japan’s special position in Shandong. The demands intensified Chinese fears of foreign domination and shaped later outrage over Shandong at the postwar peace talks. This helped set the international background that made 1919 protests so explosive.
Chen Duxiu began publishing Youth Magazine (later renamed New Youth), which promoted new ideas about society, politics, and culture. It helped spread calls for “science” and “democracy” and criticism of old Confucian social norms. This publication became a major platform for what later became known as the New Culture and May Fourth movements.
Cai Yuanpei took leadership of Peking University (Beida), encouraging a more open intellectual climate. The university became a key center for new cultural debates and political organizing among students and faculty. This institutional support helped student activism become more coordinated by 1919.
May Fourth-era cultural leaders pushed for writing in vernacular Chinese (baihua) instead of classical forms, arguing it would make ideas accessible to more people. Works published in influential journals helped turn cultural reform into a mass educational project, not just an elite debate. This literary shift became one of the movement’s most lasting cultural outcomes.
At the Paris Peace Conference after World War I, the powers decided that Germany’s former rights in Shandong would be transferred to Japan rather than returned to China. Many Chinese saw the decision as a betrayal of wartime promises and of ideas like national self-determination. News of this outcome became the immediate trigger for mass student protest in Beijing.
On May 4, thousands of students from Beijing schools demonstrated to protest the Shandong decision and China’s weak diplomatic position. Some protesters attacked the home of a senior official and assaulted a pro-Japanese diplomat, showing how quickly anger moved from speeches to direct action. The event gave the movement its name and launched a nationwide wave of activism.
In the weeks after May 4, protests expanded across the country, including boycotts of Japanese goods and broader student organizing. What began as a Beijing-centered student action became a national political movement, with new alliances forming among students, local civic groups, and newspapers. This widening support increased pressure on the Beijing government to respond.
On June 3, Beijing authorities arrested large numbers of students who were giving public speeches and distributing patriotic messages. The crackdown backfired by drawing broader sympathy and encouraging more organized resistance. It also helped shift the movement from campus activism toward wider social participation.
Beginning June 5, merchants and workers in Shanghai went on strike to support the student protesters and demand a stronger national stance. This marked a turning point: the movement gained major economic leverage when business and labor joined in. The center of action increasingly shifted from Beijing to Shanghai as the protests became a broader social movement.
Under growing public pressure, the Beijing government dismissed three officials accused of being too close to Japan and moved to release detained students. These steps were widely seen as a protest victory and helped calm strikes in key cities. Even so, activists continued to demand that China reject the Versailles treaty terms on Shandong.
China’s delegation did not sign the Treaty of Versailles, largely because the treaty transferred German rights in Shandong to Japan. This was symbolically important: it showed that mass protest could influence national policy, even in a fragmented warlord-era political system. However, refusal to sign did not immediately resolve the Shandong question.
After 1919, some May Fourth thinkers increasingly turned toward socialism and Marxism as possible solutions to China’s national crisis. Journals and study groups linked to the movement helped spread these ideas among students and young activists. This ideological shift contributed to the rise of new organized political movements on the left.
In July 1921, Marxist organizers held the first national congress that is widely treated as the formal founding of the Chinese Communist Party (CCP). Many early participants had been shaped by May Fourth debates about national survival, mass mobilization, and new political ideas. The CCP’s founding became one major political legacy of the May Fourth period.
On February 4, 1922, China and Japan signed a treaty addressing the Shandong question during the Washington Conference. Japan agreed to withdraw troops from Shandong and restore the former German-leased territory and key railway rights to China, with compensation arrangements. This agreement helped close the immediate diplomatic dispute that had sparked the 1919 protests, even as May Fourth’s cultural and political impacts continued.
