Educators including Y. C. James Yen (Yan Yangchu) helped organize a national mass education association to spread practical, easy-to-learn literacy. The campaign built networks of volunteers and teaching materials that later fed directly into rural reconstruction work. It also framed poverty and low productivity as problems that education and local organization could address.
Y. C. James Yen’s team launched the Ding Xian (Ding County) experiment in Hebei as a “social laboratory” for village improvement. The goal was not only schooling, but a linked set of low-cost programs in literacy, health, farming, and local self-government. Ding Xian became one of the best-known models of the Rural Reconstruction Movement.
A major donation from John D. Rockefeller Jr. helped expand the Mass Education Movement’s capacity and visibility. New funds supported training, teaching materials, and wider outreach, which made it easier to sustain rural work beyond short-term campaigns. This also showed how philanthropic funding was being used to support social reform in Republican China.
Early success in literacy revealed a deeper problem: reading alone did not solve hunger, disease, or debt. In response, the Ding Xian program broadened into an integrated approach that combined education with agricultural improvement, health work, and local institutions. This “comprehensive” style became a defining feature of rural reconstruction efforts.
The Northern Expedition ended with the Nationalist (Guomindang) government establishing its capital at Nanjing and claiming national leadership. This political change mattered for rural reconstruction because reformers now faced a more centralized state that could either assist, limit, or redirect rural programs. The “Nanjing Decade” became a key setting for debates over rural crisis and rural reform.
Liang Shuming started a major rural reconstruction program in Zouping County, Shandong, backed by provincial authorities. His approach emphasized rebuilding rural social organization and using village schools as community centers connected to local administration. Zouping became a second flagship model alongside Ding Xian, showing that rural reconstruction could take different forms.
After 1931, rural distress and national emergencies pushed the Nanjing government to pay greater attention to countryside reform. Rural reconstruction projects could receive qualified support, but reformers also faced restrictions that limited independent expansion. This tension shaped how private projects tried to scale up while avoiding full bureaucratic control.
By the early 1930s, rural reconstruction ideas were influential enough that the Guomindang publicly encouraged provinces to establish rural reconstruction research institutions. In Shandong, Liang’s institute trained personnel to run schools and provide rural services, aiming to spread methods beyond one county. This marked a shift from isolated experiments toward more system-like planning.
Rural reformers formed a national discussion organization to connect scattered projects and share methods. Meetings and exchanges helped participants see themselves as part of a broader movement rather than isolated local programs. This also created channels to negotiate with government ministries while keeping many projects rooted in local initiative.
The new rural-work network held its first national meeting in Zouping, placing Liang Shuming’s Shandong project at the center of movement-wide exchange. Bringing leaders together helped standardize language about “rural reconstruction” and compare results across regions. It also highlighted ongoing disagreements about how much the state should lead and how much should remain local.
By the mid-1930s, observers described a broad surge of organizations and publications focused on rural collapse and rural rebuilding. Rural reconstruction was no longer just a few model counties; it was a national conversation involving private groups and multiple levels of government. This expanded attention increased influence but also competition for funds and authority.
The 1937 expansion of war in North China brought direct disruption to rural reconstruction work, especially in Hebei where Ding Xian was located. Many projects were halted or forced to relocate as resources shifted to survival and wartime needs. The movement’s practical gains and institutions proved hard to sustain under large-scale invasion and fighting.
The Ding Xian experiment, begun in 1926, effectively ended in 1937 as the Japanese invasion made normal county administration and development work impossible. Although some local practices continued, the demonstration-zone model could not operate at full scale. This marked a clear endpoint for the movement’s best-known peacetime experiment.
Liang Shuming’s Zouping program is generally dated to 1931–1937, ending as invasion and war reached the region. Wartime instability undermined training, school-centered administration, and long-term rural institution building. The Shandong project’s end highlighted a core limit of rural reconstruction: it depended on at least minimal peace and predictable governance.
