In 1603, Tokugawa Ieyasu became shogun and set up a military government (bakufu) centered in Edo. With civil war largely ended, the regime began building a stable system of rule shared with regional domains (the bakuhan system). This new order created the conditions for broad legal codes and administrative edicts to regulate warriors, the court, religion, and local governments.
In 1614, the Tokugawa government issued an edict ordering the expulsion of Christian missionaries and tightening controls on Christianity. This marked an early use of nationwide policy to address what the bakufu saw as a political and social threat. The anti-Christian measures later linked up with broader controls on foreign contact and movement.
In 1615, the shogunate promulgated the Buke shohatto (Laws for the Military Houses), a core set of rules for daimyō and the samurai elite. The code aimed to reduce the risk of rebellion by regulating behavior, alliances, and domain management, including limits connected to castle repair and military readiness. Reissued by later shoguns, it became a main tool for setting expectations across the warrior class.
Also in 1615, the shogunate moved to limit fortifications by enforcing the “one castle per domain” rule (often summarized as ikkoku ichijō). By restricting multiple strongholds, the bakufu reduced the military options of daimyō and made domain forces easier to monitor. This policy worked alongside the Buke shohatto to keep regional power from turning into open war.
In 1615, the shogunate issued Kinchū narabini kuge shohatto (Laws for the Imperial and Court Officials). The edict set rules for the emperor and court aristocrats (kuge), emphasizing court ceremony and learning while limiting political action. It helped define how authority would be shared: the emperor remained the symbolic source of legitimacy, while the bakufu managed day-to-day governing power.
From 1633 to 1639, the Tokugawa government issued a series of seclusion-related edicts that restricted Japanese travel abroad and narrowed foreign trade to tightly controlled channels. A key 1635 decree is often cited as a representative “sakoku edict,” and by 1639 Portuguese ships were banned. These policies strengthened administrative oversight at ports and supported the shogunate’s efforts to manage religion and security.
In 1635, the shogunate formally required daimyō to follow sankin kōtai (alternate attendance), spending regular periods in Edo and leaving close family members there for long stretches. This policy worked as an administrative and financial constraint, reducing the ability of domains to build independent power. It also increased travel and communication across Japan, as daimyō processions and logistics depended on stable roads and rules.
Beginning in 1716, Shogun Tokugawa Yoshimune promoted the Kyōhō reforms, a broad reform program aimed at stabilizing shogunate finances and strengthening governance. Measures included tighter budget discipline and policy changes that affected taxation and economic administration. The reforms set the stage for more systematic legal guidance for officials, especially in courts and policing.
In 1742, the shogunate compiled and enacted Kujikata Osadamegaki, a two-volume rulebook for officials handling legal and judicial matters. It offered standardized guidance for judgments and punishments, helping officials apply policies more consistently. This codification reflected the Tokugawa shift toward routine bureaucracy rather than ad hoc decision-making.
From 1787 to 1793, the Kansei reforms led by Matsudaira Sadanobu sought to restore Tokugawa finances and social order through conservative measures. Policies promoted frugality, encouraged agriculture, and strengthened moral regulation, including tighter control over publications. The reform era shows how edicts were used not just for crime and administration but also to shape social behavior and ideas.
Starting in 1841, the Tempō reforms under senior official Mizuno Tadakuni used many new rules to address economic stress and social change. Policies included moral crackdowns, attempts to push people back to rural villages, and measures aimed at prices and market organization. The reform drive illustrated both the power and the limits of Tokugawa edict-making when faced with growing urban poverty, debt, and unrest.
In 1862, the shogunate significantly relaxed sankin kōtai, reducing how often daimyō had to attend in Edo and allowing families to return to their domains. This change aimed to respond to mounting pressures and shifting priorities, including national defense, but it also revealed declining Tokugawa leverage over the domains. The relaxation weakened one of the central administrative controls that had supported Tokugawa rule for over two centuries.
On November 9, 1867, Shogun Tokugawa Yoshinobu formally offered to return governing authority to Emperor Meiji (the event known as Taisei Hōkan). The imperial court accepted the petition shortly after, signaling that the Tokugawa legal-administrative order was coming to an end. This transfer opened the path to the political upheavals that followed and marked the collapse of the bakufu’s edict-based system of feudal governance.
On January 3, 1868, the Meiji Restoration began with the proclamation of restored imperial rule, bringing the Tokugawa shogunate to its final demise. This political break ended the Edo-period framework in which the shogunate managed society through layered codes and administrative edicts directed at domains, warriors, court elites, and religious life. The new government soon pursued reforms that dismantled key features of the feudal system and built a modern state.
