Established in 1911 within the Home Ministry, the Special Higher Police (Tokkō) became a key instrument for monitoring and suppressing ideologies deemed threats to public order—particularly socialism and communism—under interwar repression.
Suzuki Bunji founded the Yūaikai (Friendly Society), a pioneering national labor organization emphasizing mutual aid and worker organization. It became a key institutional starting point for Japan’s prewar labor federations.
Nationwide disturbances over soaring rice prices and perceived government inaction spread from late July into September 1918. The scale of protest and repression highlighted mounting social tensions and helped catalyze subsequent labor and social movements in the Taishō era.
At its annual convention, the Yūaikai reorganized into a more assertive federation and became known as the Japan General Federation of Labor (Sōdōmei). It later anchored the moderate/reformist wing of interwar labor politics.
The Japanese Communist Party (JCP) was founded in Tokyo and was soon outlawed, operating clandestinely. Its emergence shaped both labor organizing and the state’s expanding repression apparatus in the 1920s–1930s.
The Imperial Diet passed the Universal Manhood Suffrage Law, expanding the electorate by extending voting rights to all men aged 25 and over (with specified exclusions). This democratizing reform coincided with intensified legal controls on radical politics.
Japan enacted the Peace Preservation Law to criminalize organizing or advocating changes to the kokutai and, in practice, to suppress socialist and communist activity. It became a central legal tool for arrests, censorship, and “thought control.”
The Council of Japanese Labor Unions (Hyōgikai) was formed as a communist-aligned, class-struggle-oriented federation. Its emergence intensified competition with the more moderate Sōdōmei and drew closer state scrutiny of labor activism.
Japan held its first general election conducted under universal male suffrage rules. The broadened electorate increased mass politics—while authorities simultaneously used the Peace Preservation Law to constrain radical parties and movements.
Invoking the Peace Preservation Law, the government carried out nationwide raids and arrested large numbers of communists, socialists, and sympathizers. The crackdown disrupted union and party organizing and set precedents for later “thought” prosecutions.
The proletarian literary magazine Senki launched as a major outlet for left-wing cultural politics, publishing key works while repeatedly facing censorship and bans. It helped consolidate proletarian literature as a movement linked to labor and left parties.
A further wave of arrests targeted leftist movements, reinforcing the post-1928 crackdown environment. This broadening repression contributed to deeper underground activity and intensified censorship pressures on labor and proletarian cultural networks.
Takiji Kobayashi’s Kani Kōsen (The Crab Cannery Ship)—a landmark of proletarian literature—was serialized and published as a book in 1929. Authorities censored and banned editions, illustrating the state’s tightening control over radical expression.
Following major prosecutions publicizing communist networks, authorities pushed “tenkō” (ideological recantation) policies to break left movements by coercing prisoners to renounce beliefs. This became a defining technique of interwar political control.
Proletarian writer Takiji Kobayashi died after being arrested by the Special Higher Police and subjected to violent interrogation. His death became emblematic of escalating state repression of leftist organizers and cultural figures in the early 1930s.
