A wave of rural violence in spring 1873 reflected widespread resistance to disruptive state reforms (including conscription and schooling). While not caused solely by land tax changes, the unrest shows the volatile rural context in which the new fiscal order was introduced and enforced.
The government promulgated the Land Tax Reform Law (Chiso Kaisei), shifting taxation toward a cash land tax tied to assessed land value (not annual yield), anchoring state revenues to rural land and formalizing marketable land rights as a core feature of Meiji rural change.

By about 1880 the reform had taken full effect nationally, with land ownership and cash taxation standardized enough to provide predictable state revenues—while also deepening differentiation between owners, tenants, and emerging landlord-creditor interests.
A major political upheaval in 1881 (including Ōkuma Shigenobu’s expulsion) brought Matsukata Masayoshi to the finance portfolio; his subsequent tight-money fiscal stance helped stabilize currency but sharply squeezed rural borrowers and small landholders under fixed land-tax payments.
The Bank of Japan’s creation formed part of a broader monetary and fiscal restructuring associated with Matsukata-era stabilization. For rural Japan, tighter credit conditions and falling commodity prices amplified debt pressures rooted in the fixed land tax and market exposure.
In late 1884, heavily indebted farmers and silk producers in Chichibu rose in a major revolt. The episode became emblematic of 1880s rural crisis—debt, price declines, and the cash-tax/credit nexus that drove land loss and tenancy growth after the land tax reform.
Case-based research on rural finance shows that during and after the Matsukata deflation, fixed tax obligations and overdue payments pushed distressed farmers to mortgage or sell land, enabling local lenders and better-capitalized households to expand holdings and landlordism.
The opening of the Imperial Diet marked a new institutional arena for contesting state finance and representation. Rural grievances shaped political mobilization (including calls to reduce centralized taxation), linking the land-tax-based fiscal state to broader demands for rights and accountability.
