Japan’s surrender in August 1945 brought the Allied Occupation, led by the Supreme Commander for the Allied Powers (SCAP). Occupation authorities treated changes in land ownership as part of a wider effort to democratize society and weaken old power structures, including large landlord interests.
On December 9, 1945, SCAP issued a memorandum (SCAPIN-411) directing the Japanese government to carry out rural land reform. This directive became the policy starting point for later Japanese laws that limited landlord holdings and transferred land to cultivators.
In October 1946, Japan promulgated Law No. 42, a major revision to the Agricultural Land Adjustment Law. The changes aimed to stabilize cultivators’ status and support a large-scale shift from tenant farming toward owner-cultivation under Occupation-era rules.
The Owner-Farmer Establishment and Special Measures Law (Law No. 43) complemented the revised Agricultural Land Adjustment Law. Together, these measures provided the legal tools for government purchase of land from landlords and resale to the farmers who worked it, aiming to dismantle the prewar landlord-tenant system.
With the 1946 legal framework in place, implementation accelerated in 1947 through purchases from landlords and resale to cultivators. This phase mattered because it moved land reform from planning into large-scale transactions that directly changed who owned and controlled farmland in villages.
The land reform program also changed tenancy conditions, including rent rules that pushed payments toward cash and lowered the effective burden compared with earlier rent-in-kind practices. These changes mattered because they reduced landlord control over crops and marketing, and improved security for remaining tenants during the transition.
On February 4, 1948, SCAP issued SCAPIN-1855, citing attempts by “adversely affected interests” to obstruct rural land reform. The memorandum reinforced the Occupation’s expectations and linked the ongoing program directly to the 1946 land reform laws.
In 1949, the Land Improvement Act established a legal basis for local groups of mainly owner-cultivators to apply for and manage land and water improvement projects. This helped shift rural policy from emergency redistribution toward maintaining productivity and organizing long-term management of shared infrastructure.
Between 1947 and 1949, Japan’s program purchased a large share of cultivated land from landlords and resold most of it to the farmers who worked it. This was the core turning point of the reform, because it converted many tenant farmers into owner-operators and sharply reduced landlord dominance in the countryside.
By 1950, the share of cultivated land farmed by tenants had dropped from about 46% before reform to below 10%. This outcome is often used as a simple indicator that the Occupation-era land reform largely achieved its immediate goal of replacing widespread tenancy with owner-cultivation.
Government reporting describes roughly 1.93 million hectares of agricultural land as redistributed by 1950. The scale mattered because it locked in new patterns of rural ownership across much of the country, not just in a few test areas.
By the end of the main 1946–1950 period, landlordism in agriculture had been greatly reduced and most farmland was operated by its owners. The reform’s legacy shaped postwar rural politics and later laws (such as the 1952 Agricultural Land Act) aimed at preventing a return to concentrated landlord ownership.
