Japan’s national government approved plans and major funding for a new standard-gauge high-speed line between Tokyo and Osaka. This decision set the project on a firm political and financial footing after years of debate about cost and technical risk. It marked the formal start of what would become the Shinkansen network’s first route.
Construction started on the new Tokyo–Osaka high-speed line under JNR President Shinji Sogō and chief engineer Hideo Shima. Building a mostly new right-of-way (including many tunnels and viaducts) was essential to support higher speeds than Japan’s older narrow-gauge main lines. This marked the transition from planning to large-scale engineering work.
The World Bank approved an $80 million loan to help finance construction of the New Tōkaidō Line. The loan added international oversight and helped cover part of the project’s large up-front costs, even as Japan relied heavily on domestic borrowing and funding. This financing milestone helped keep work moving as expenses rose.
Early Shinkansen prototype vehicles (Class 1000) began test running on a dedicated model track segment near Odawara. These tests pushed speed records and helped engineers validate track, power, and vehicle designs before full-line operations. The results reduced technical uncertainty ahead of the 1964 opening.
With the route essentially complete, a full-size production train made an initial end-to-end test run from Tokyo to Osaka. This was a key systems check for infrastructure, control, and operating procedures before passenger service. It signaled that the project was moving from construction into operational readiness.
Passenger service began between Tokyo and Shin-Osaka, timed to coincide with the Tokyo Olympics period. The line introduced routine high-speed rail operations on a purpose-built standard-gauge corridor, changing travel times and capacity on Japan’s busiest intercity route. It also established a new global reference point for high-speed rail reliability and safety.
Japanese National Railways introduced the 0 Series as the first Shinkansen production trainsets for the Tōkaidō Shinkansen. Standardized trainsets supported frequent service patterns and high utilization on the busy Tokyo–Osaka corridor. The 0 Series became the baseline technology platform for early Shinkansen operations and later expansions.
After early operating experience, schedules were tightened so Hikari services could cover the Tokyo–Osaka distance in about 3 hours 10 minutes. Improving travel time strengthened the Shinkansen’s role as Japan’s main business corridor and increased pressure to extend the network westward. The service pattern also demonstrated that high-speed rail could scale up in frequency and performance.
The Japanese government authorized construction of the next Shinkansen segment, extending high-speed rail from Shin-Osaka toward western Japan (Okayama). This decision reflected rising demand on the Tōkaidō corridor and a national strategy to spread high-speed connectivity beyond the Tokyo–Osaka core. It set the stage for a continuous high-speed trunk line across Honshu.
Work began on the first construction stage of the San’yō Shinkansen, targeting the Shin-Osaka to Okayama section. Building this extension required major civil engineering similar to the original line, including tunnels and elevated structures to maintain high-speed alignment. Progress here made westward network expansion a concrete reality rather than a plan on paper.
Construction started on the next stage of the San’yō Shinkansen, extending from Okayama to Hakata (Fukuoka) in northern Kyushu’s gateway area. This stage aimed to link major western cities—including Hiroshima and Kitakyushu—into the high-speed network. Starting work here showed that the Shinkansen was becoming a national system, not just a single corridor.
The first operational segment of the San’yō Shinkansen opened, extending high-speed service west from Shin-Osaka to Okayama. This created a longer continuous high-speed travel market and validated the expansion strategy beyond the original Tōkaidō route. It also prepared operating practices and rolling stock use for the full line to Kyushu.
The remaining segment opened, completing the San’yō Shinkansen from Shin-Osaka to Hakata and forming a long high-speed corridor from Tokyo to northern Kyushu via through service connections. This early expansion (1964–1975) shifted Shinkansen from a single prestige project into a multi-region backbone for intercity travel. It also established the template for later network growth: extend the trunk line step-by-step while maintaining frequent, high-capacity operations.
