Nightly clashes, arson, and car burnings began in the suburbs and spread to many towns and cities across France. The unrest was driven largely by young people in disadvantaged neighborhoods and quickly became a national crisis. The expanding geography of the violence increased pressure for a strong central government response.
President Jacques Chirac declared a state of emergency, using a legal framework that allows exceptional public-order measures. This enabled local authorities to use tools such as curfews and expanded policing powers in affected areas. The decision signaled a shift from routine policing to emergency governance.
France’s Parliament voted to extend the state of emergency beyond its initial short period. The extension gave prefects (state representatives in regions) continued authority to restrict movement and gatherings in the name of restoring calm. Ending the emergency closed the immediate security chapter, but it did not end the policy debate about suburban inequality and policing. France’s Constitutional Council issued its decision on the Equality of Opportunity Act after lawmakers challenged parts of the text. The ruling found partial noncompliance, shaping how the law could be implemented. This legal review became part of the broader conflict over how quickly and forcefully to reform jobs policy after the riots.
France adopted the “Loi pour l’égalité des chances” (Equality of Opportunity Act), presented as part of the policy response to the 2005 suburban unrest. The law included multiple education and employment measures aimed at improving access to work and training. It also contained a controversial provision creating a new youth employment contract, the CPE.
After large demonstrations against the CPE (First Employment Contract), the government decided to withdraw and replace the measure.
