France boycotted EEC Council meetings in a dispute over sovereignty and how decisions should be made, effectively freezing Community business. The standoff highlighted the tension between supranational decision-making and national veto power. It showed that France was willing to block EEC procedures to protect what it saw as vital national interests.
An informal deal known as the Luxembourg Compromise helped resolve the crisis by allowing decisions to be deferred when a member state claimed a “very important national interest.” In practice, it prolonged the political weight of the national veto, shaping EEC bargaining for years. France returned to the Council, but the episode left a lasting mark on how integration advanced.
The Merger Treaty combined the executive bodies of the three European Communities into a single Commission and a single Council. This streamlined governance made it easier to manage expanding policies and disputes across member states. For France, it meant key choices increasingly occurred in a more unified institutional framework.
President Charles de Gaulle announced and then formally exercised a second veto against the United Kingdom joining the European Communities. The decision reflected French fears about economic change in the Community and about outside influence on European policy. The veto delayed enlargement and contributed to a sense that the Community needed renewed political direction after de Gaulle.
Leaders of the six member states met at The Hague and agreed to revitalize the Community after years of stalemate, linking “completion, deepening, and enlargement.” France, under President Georges Pompidou, supported this relaunch, opening the way to renewed progress on enlargement and new policy areas. The summit helped shift the EEC from crisis management back toward forward planning.
Denmark, Ireland, and the United Kingdom joined the European Communities, changing the balance of interests inside the EEC. France now had to build coalitions in a larger club, not just among the original six. Enlargement also raised the stakes for common policies like agriculture and for longer-term plans such as monetary cooperation.
Heads of state or government met in Paris in a format that soon evolved into the European Council, giving the Community a regular top-level political steering body. The European Regional Development Fund (ERDF) was created to reduce regional economic imbalances within the Community. The European Monetary System (EMS) entered into force with France among the participating states, aiming to reduce exchange-rate instability through coordinated rules and a reference unit. This mattered for France because it tied domestic monetary choices more closely to European coordination. The EMS became a key bridge between earlier cooperation and later plans for a single currency.
France and four neighboring states signed the Schengen Agreement to begin reducing checks at common borders, aiming for freer movement of people. Although initially outside the core EEC treaties, it reflected a practical push for integration in everyday life. It also required new forms of police and visa cooperation to manage security while easing travel.
Member states signed the Single European Act (SEA), the first major revision of the Treaty of Rome, to speed decision-making and complete an “internal market” (a single market without barriers) by the end of 1992. For France, the SEA meant accepting more qualified majority voting in some areas, trading some veto power for faster market integration. The SEA also strengthened the European Parliament’s role compared with earlier arrangements.

The close result showed support for deeper integration, but also clear limits to public consensus.
