François Mitterrand won the second round of France’s presidential election, defeating incumbent Valéry Giscard d’Estaing. His victory made him the first Socialist president of France’s Fifth Republic and opened the way for a major reform agenda backed by the left.
Mitterrand’s cabinet approved a bill to nationalize many major banks and industrial groups. The move reflected the early Socialist program of expanding state control over key parts of the economy and reshaping industrial policy.
France abolished capital punishment through a law adopted under Mitterrand’s presidency. Justice Minister Robert Badinter was the central government figure behind the reform, which became a defining human-rights change of the early years.
A new annual wealth tax, the Impôt sur les grandes fortunes (IGF), was created through France’s end-of-year finance law, with effect starting in 1982. It signaled a redistribution-focused approach in the early Socialist period and became a major political issue for years.
A major decentralization law reduced the prefect’s direct control and strengthened elected local authorities. It also recognized the region as a full territorial collectivity, shifting parts of decision-making away from Paris and toward local governments.
By 1983, inflation, unemployment, and currency pressures contributed to a major shift in policy often called the tournant de la rigueur (“turn to austerity”). The government moved away from an expansionary program toward tighter budgets and policies meant to keep France aligned with European monetary commitments.
Large demonstrations erupted over proposed reforms affecting private (often Catholic) schools, linked to the government’s education plans. The scale of protest contributed to the withdrawal of the disputed project and showed the limits of rapid reform when it mobilized broad opposition.
The right won the National Assembly election, and President Mitterrand appointed Jacques Chirac as prime minister. This created France’s first cohabitation under the Fifth Republic—an arrangement where the president and parliamentary majority come from opposing camps, forcing power-sharing and compromise.
Mitterrand defeated Jacques Chirac in the presidential runoff, securing a second seven-year term. The result confirmed his personal political strength even after the tensions of cohabitation and set the stage for a more centrist, pragmatic phase.
France enacted the Revenu minimum d’insertion (RMI), which provided a minimum income to eligible people with low or no resources, combined with an “insertion” aim of social and work reintegration. It became a cornerstone of France’s anti-poverty policy through the end of the Mitterrand era and beyond.
France held a referendum on approving the treaty that founded the European Union, and the “Yes” side won by a small margin. The close result showed growing public division about European integration, even as Mitterrand strongly supported the project.
After a heavy Socialist defeat in the 1993 legislative election, Mitterrand named Édouard Balladur prime minister. The second cohabitation was generally more cooperative than the first, but it further limited the president’s control over day-to-day domestic policy as his term neared its end.
Mitterrand’s presidency ended after two seven-year terms, the longest in the Fifth Republic at the time. His years in office left a mixed legacy: major social reforms and human-rights changes, significant decentralization, and a lasting shift in the Socialist Party’s approach toward market constraints and European integration.
