In May 1936, the Popular Front—a left coalition led by Socialists and Radicals, backed in parliament by Communists—won the legislative election. The victory came after years of economic strain and rising political violence, and it raised expectations for major social reforms. This election result set the stage for the Blum government and a wave of worker activism.
Léon Blum became head of government and formed a Popular Front cabinet. It was the first French government led by a Socialist, and it relied on a parliamentary majority that included Communist support without Communist ministers. The new government faced immediate pressure to respond to mass strikes and urgent economic problems.
During a huge wave of sit-down strikes, the government hosted negotiations between major unions and employers at the Hôtel Matignon. The Matignon Agreements recognized union rights and shop stewards and set the basis for collective bargaining and wage increases. They became a turning point in French labor relations and helped end the immediate crisis.
Parliament adopted a landmark law granting workers two weeks of paid annual leave. This was one of the most widely remembered Popular Front reforms because it changed everyday life for many working families. Paid vacations also became a symbol of the government’s promise to link democracy with social rights.
A new law limited the standard workweek to 40 hours, aiming to improve working conditions and spread employment. The reform was politically important but difficult to implement across industries, especially as rearmament demands grew. Debates over production, costs, and national defense would later weaken the Popular Front coalition.
After the Spanish Civil War began, France faced a hard choice between aiding the Spanish Republic and avoiding a wider European conflict. Under British pressure and domestic division, Blum’s government moved toward “non-intervention,” seeking to keep the war from spreading. This decision disappointed many supporters and became a major internal strain on the Popular Front.
European states, including France and Britain, launched a London-based Non-Intervention Committee to restrict arms and volunteers from reaching Spain. In practice, enforcement was weak and did not stop major powers from influencing the war. The policy still shaped French politics by highlighting the limits of Popular Front foreign policy.
Financial instability and capital flight intensified after the Popular Front victory and reforms, putting pressure on France’s currency. The government devalued the franc to stabilize the situation and support exports, while trying to protect gold reserves. The episode showed how financial constraints could limit the reform program.
In 1937, Blum asked for emergency decree powers to address severe financial problems. A conservative Senate refused, and Blum resigned soon after. The resignation marked the end of the most reform-intensive phase of the Popular Front government.
Camille Chautemps formed a new government that still relied on Popular Front forces, with Blum serving as vice-premier. This cabinet tried to balance reform commitments with tighter financial policy and business confidence. The shift signaled that the coalition was moving from rapid change toward compromise and stabilization.
An agreement was signed to create the SNCF, bringing major railway companies into a single network supervised by the state. The move reflected Popular Front-era support for state coordination in key industries. It also aimed to modernize and stabilize an essential national infrastructure sector.
The SNCF officially came into effect, consolidating much of France’s rail transport under a semi-public structure with strong state oversight. This institutional change outlasted the Popular Front itself and became a lasting part of French economic organization. It is often cited as one of the period’s most durable structural reforms.
After another cabinet crisis, Blum returned to lead a second government. He again sought broad financial powers to address urgent economic and defense needs, but the Senate refused. The short-lived government collapsed, underscoring how institutional opposition limited Popular Front policy options.
Édouard Daladier became prime minister and shifted the governing coalition toward the political center and right. This change is widely treated as the effective end of the Popular Front in power, even though some earlier reforms remained on the books. The new government prioritized budget discipline, rearmament, and restoring business confidence.
France signed a declaration with Nazi Germany stating peaceful intentions and consultation, part of a broader move toward appeasement after the Munich crisis. The agreement reflected the weakened position of earlier Popular Front-style collective security and alliance politics. It also showed how foreign policy priorities had changed as Europe moved closer to war.
