France’s November 1919 elections brought a conservative coalition known as the Bloc National to power. Many voters wanted stability after World War I and backed a hard line on German reparations and internal security. The new Chamber set the tone for a tense, polarized postwar politics.
At the SFIO’s Tours Congress, a majority voted to join the Communist International (Comintern) and broke away from the Socialist Party. This split helped form what became the French Communist Party (PCF) in the early 1920s. The left now had rival Socialist and Communist organizations, which complicated efforts to build stable governing coalitions.
On 11 January 1923, French and Belgian forces occupied the Ruhr, Germany’s key industrial region, after Germany fell behind on reparations. The move aimed to pressure payment but raised international tensions and fueled political conflict at home over costs and strategy. It also became part of a wider European crisis that worsened distrust and radical politics.
In May 1924, the Cartel des Gauches (a left alliance led mainly by Radicals and Socialists) won the legislative election and formed a new governing majority. The victory reflected voter frustration with postwar conservatives and economic strains. But deep divisions within the left, and financial pressure, made the government hard to sustain.
By 1926 the Cartel des Gauches governing alliance had fractured, and the political center struggled to hold together workable majorities. Frequent cabinet changes made policy inconsistent, especially on budgets and currency stability. The breakdown reinforced public doubts about parliament’s ability to govern effectively.
The 1928 legislative elections used the restored two-round voting system, replacing the post-1919 method. The change reshaped party tactics by encouraging runoffs and local alliances, often favoring moderate blocs over smaller parties. It was meant to improve governability, but it did not end the underlying instability of coalition politics.
In May 1932, a new left majority—often called the second Cartel des Gauches—won the legislative election. However, the Radicals and Socialists could not form a firm coalition, and governments relied on shifting support. This fragility became more damaging as the Great Depression’s effects spread in Europe and political tempers rose.
Beginning in December 1933, the Stavisky Affair exposed a major financial scandal tied to Alexandre Stavisky and politically connected figures. As rumors of cover-ups spread, many French citizens concluded the parliamentary system was corrupt. Right-wing leagues used the scandal to mobilize street politics against the Republic.
On 6 February 1934, large anti-parliament demonstrations by right-wing leagues turned into violent clashes near the Chamber of Deputies in Paris. The crisis led to Prime Minister Édouard Daladier’s resignation and intensified fears of a fascist threat among the left. The event marked a turning point toward sharper street confrontation and faster political polarization.
In April–May 1936, the Popular Front coalition won the legislative elections and Léon Blum formed a government. A wave of strikes and factory occupations soon followed, pushing employers, unions, and the state into negotiations. The moment briefly shifted momentum toward social reform while also intensifying resistance from business and parts of the right.
On 7 June 1936, the Matignon Agreements were signed between employers, unions (CGT), and the French state. They strengthened union rights and collective bargaining, and helped open the door to major labor laws (like paid vacations and the 40-hour week) passed soon after. These reforms became the best-known legacy of the Popular Front period.
On 28 June 1936, Jacques Doriot founded the French Popular Party (PPF), a major far-right movement of the late 1930s. Its creation reflected growing space for extremist politics during economic stress and intense ideological conflict. The PPF’s rise showed that anti-parliament and nationalist currents were becoming more organized.
In June 1937, Léon Blum resigned after the Senate refused to grant him special decree powers to address financial problems. The resignation revealed how France’s institutions and divided parliament could block urgent economic policy. The Popular Front’s unity weakened, and moderate governments increasingly replaced ambitious reform plans with austerity and compromise.
On 30 September 1938, France joined Britain, Germany, and Italy in the Munich Agreement, which allowed Germany to take the Sudetenland from Czechoslovakia. Many in France supported the deal as a way to avoid war, while others saw it as a dangerous surrender. The disagreement highlighted how fear of conflict and mistrust of leaders were shaping French politics on the eve of World War II.
After Germany invaded Poland on 1 September 1939, France issued an ultimatum and then declared war on 3 September 1939. The decision ended the interwar political period and shifted the Republic from internal crisis management to total national мобилизация for war. The strains of the 1920s–1930s—unstable coalitions, street violence, and bitter ideological splits—now carried into a global conflict.
