Germany’s armed forces surrendered in early May 1945, ending major fighting in Europe. The collapse of central German authority set the stage for the Allies to govern Germany directly while they decided its future.
After Hitler’s death, a short-lived German government based in Flensburg tried to act as a central authority. British forces arrested its members on May 23, removing the last claim to a German national government before formal Allied takeover.
The United States, United Kingdom, Soviet Union, and France formally declared that they held “supreme authority” in Germany. The declaration also confirmed the plan to govern Germany through occupation zones and to divide Berlin into four sectors.
At Potsdam, Allied leaders agreed on shared objectives for governing postwar Germany, including demilitarization and denazification. They also confirmed the framework of separate occupation zones under a joint Allied control system for matters affecting Germany as a whole.
The Allied Control Council (ACC) constituted itself in Berlin to coordinate four-power rule. In practice, each power still ran its own zone, but ACC laws and directives were meant to apply across all zones when decisions were unanimous.
The International Military Tribunal began trying leading Nazi officials in Nuremberg. The proceedings helped define key ideas in modern international law, including individual responsibility for war crimes and crimes against humanity.
France detached the Saar from the normal four-power occupation framework and organized it as a separate protectorate area. This move highlighted how occupation policies could differ sharply between the zones and increased tensions over borders and resources.
The United States and the United Kingdom combined their occupation zones economically and administratively into the Bizone. This shift aimed to improve governance and recovery, but it also deepened the split between the western zones and the Soviet zone.
The Allied Control Council dissolved the state of Prussia, arguing that it was closely tied to militarism and authoritarian traditions. Removing Prussia also helped reshape Germany’s internal political structure into smaller federal states (Länder).
A major currency reform introduced the Deutsche Mark in the three western occupation zones. The change reduced the role of black markets and prepared the western zones for broader economic recovery programs, but it also widened the political gap with the Soviet authorities.
The Soviet Union cut most ground and water access to West Berlin, trying to pressure the western Allies to change course in the city. The United States and its allies responded with the Berlin Airlift, supplying West Berlin by air for months.
France joined the existing Anglo-American Bizone, creating a three-zone western framework often called the Trizone. This made coordinated economic planning easier in the west, while the Soviet zone increasingly developed separate institutions.
After nearly a year, the Soviet Union ended the blockade. The crisis hardened the division between east and west and made it less likely that the four occupation zones would be reintegrated under a single shared plan.
West German leaders, working under western Allied supervision, promulgated the Basic Law, establishing the Federal Republic of Germany (FRG). This marked a clear transition in the western zones from direct military occupation toward a West German state tied to the western Allies.
The Soviet occupation zone became the German Democratic Republic (GDR), formalizing a separate East German state. With the FRG already established in the west, the occupation-zone system’s 1945 plan gave way to two competing German states during the Cold War.
Allied Occupation Zones in Germany (1945–1949)
