On this date, the Basic Law (Grundgesetz) was promulgated and became the constitutional foundation for the Federal Republic of Germany (FRG), often called West Germany. It set up a democratic federal system with strong protections for individual rights, shaped by the experience of Nazi dictatorship.
West Germany held its first federal election since the Nazi era, selecting members of the new Bundestag (the federal parliament). The election results set the stage for a coalition government led by Konrad Adenauer and marked the beginning of regular democratic competition in the FRG.
The Federal Convention (Bundesversammlung) elected Theodor Heuss as the first President of the FRG. The presidency was designed mainly as a representative office, but it helped give the new state stable institutions and public legitimacy.
The Bundestag elected Konrad Adenauer as the first Chancellor of the FRG, giving the new parliamentary system its head of government. Adenauer’s narrow election victory foreshadowed the importance of coalition-building in early West German politics.
The United States, United Kingdom, and France began operating the Allied High Commission to oversee West Germany under the Occupation Statute. While the FRG had its own government, the Allies retained major reserved powers, especially in security and foreign affairs.
Chancellor Adenauer and the Allied High Commissioners signed the Petersberg Agreement, easing key occupation restrictions and widening West German room to govern. It is often described as an early step toward restoring sovereignty, while also tying the FRG more closely to Western European institutions.
French Foreign Minister Robert Schuman proposed placing French and West German coal and steel production under a shared authority, aiming to reduce rivalry and make another war less likely. West Germany’s acceptance of the idea became a major step toward European integration and its own international rehabilitation.
The FRG joined the Council of Europe as an associate member, signaling its return to Western European political cooperation after World War II. This membership supported the FRG’s effort to rebuild international trust and anchor itself in democratic institutions.
The Federal Constitutional Court (Bundesverfassungsgericht) began its work, creating a powerful system of constitutional review—meaning it could examine whether laws violate the Basic Law. This helped prevent abuses of power and strengthened rule-of-law safeguards in the new democracy.
West Germany and five other countries signed the Treaty of Paris creating the European Coal and Steel Community (ECSC). By coordinating key war-related industries (coal and steel) under shared rules, the ECSC promoted economic recovery and built practical cooperation between former enemies.
The FRG and the three Western occupying powers signed conventions (often grouped as the Bonn–Paris conventions) to redefine their relationship and expand West German self-government. Although implementation was delayed by later political disputes, these agreements set the legal path toward ending the occupation.
The Bonn–Paris conventions entered into force, and the Allied High Commission ceased functioning, formally ending the occupation regime in West Germany. The FRG still faced limits connected to German reunification and Berlin, but it now acted far more like a normal sovereign state in Western diplomacy.
The FRG became a NATO member, locking in its place within the Western security system during the Cold War. Membership also accelerated the creation of West German armed forces under alliance structures and made the division of Germany more politically entrenched in the short term.
