After Nazi Germany’s surrender, the Soviet Union created the Soviet Military Administration in Germany (SMAD) to govern its occupation zone and issue binding orders. This established the basic power structure that later shaped the institutions of East Germany. It also marked an early step toward a separate political path in the east as the Cold War began to take shape.
In the Soviet zone, the Communist Party (KPD) and the eastern branch of the Social Democratic Party (SPD) were merged into the Socialist Unity Party of Germany (SED). The SED soon became the dominant political force and later the ruling party of the GDR. This merger was a key political turning point because it concentrated power in one party aligned with Soviet goals.
The SMAD established the German Economic Commission (DWK) to coordinate and direct economic policy across the Soviet zone. Over time, it gained broader administrative authority and helped build a “proto-state” structure before the GDR formally existed. This mattered because it centralized decision-making and supported a planned economy.
A German People’s Congress met in Berlin as part of an SED-led effort to claim an “all-German” mandate while opposing Western policies. In practice, its influence was increasingly limited to the Soviet zone as Germany’s split deepened. The congresses helped create political bodies that later drafted the GDR’s constitution.
Delegates from the second People’s Congress created the German People’s Council (Volksrat) as a consultative body in the Soviet zone. Its central job was to prepare a constitution using drafts associated with the SED. This step mattered because it moved from occupation administration toward building a separate East German state framework.
The People’s Council formally adopted a constitutional proposal for a new state in the Soviet zone. The draft was then presented for approval through the People’s Congress process. This created the legal blueprint used when East Germany was officially proclaimed later in 1949.
The People’s Council completed its work and transformed into a provisional parliament as the German Democratic Republic (GDR) was proclaimed. The GDR constitution went into effect the same day, presenting the new state as democratic, even as real power increasingly rested with the SED leadership. This event is the formal founding moment of East Germany.
Shortly after the GDR’s proclamation, Wilhelm Pieck became president, and Otto Grotewohl formed the new government as premier (chairman of the Council of Ministers). Although the constitution created state offices, the SED’s party structures shaped major decisions. This clarified who held formal state authority at the start of the GDR.
The GDR legislature passed a law creating the Ministry for State Security, commonly known as the Stasi. It became a central tool for surveillance and political control inside East Germany and for intelligence work abroad. Its creation marked a major step in building a security state alongside the new political institutions.
The GDR held its first national election for the Volkskammer (People’s Chamber). Voters faced a single list organized through the National Front rather than competing party platforms. The election strengthened the appearance of parliamentary rule while consolidating an SED-controlled political system.
To slow the growing flow of people leaving for the West, the GDR abruptly tightened the inner-German border with a new “special regime.” It introduced controlled zones and expanded border security measures along the demarcation line. This still did not fully stop exits because routes through Berlin remained more accessible until 1961.
A major administrative reform reorganized East Germany into 14 Bezirke (districts) and shifted powers away from the Länder (states). Although Länder remained on paper for a time, they lost real political and administrative functions. This change mattered because it strengthened central control and weakened regional autonomy.
Workers’ protests over work quotas expanded into a broad political uprising across parts of the GDR. Soviet troops and East German security forces intervened and suppressed the unrest. The crackdown damaged the regime’s legitimacy and signaled that the GDR’s stability depended heavily on Soviet backing.
East Germany joined the Warsaw Pact, a military alliance led by the Soviet Union. Membership tied the GDR more closely to the Eastern Bloc’s security system and helped formalize Europe’s division into rival alliances. It also reinforced the GDR’s role as a key Soviet-aligned state on the Cold War front line.
West Germany announced that it would treat diplomatic recognition of the GDR by other states as an “unfriendly act,” a policy later called the Hallstein Doctrine. This increased the GDR’s international isolation outside the Eastern Bloc. The policy raised the stakes of recognition and made the German division a global diplomatic issue.
Soviet leader Nikita Khrushchev demanded that Western troops leave West Berlin, threatening a separate treaty that could shift access control to East Germany. The ultimatum intensified the Berlin confrontation and heightened pressure on the GDR’s leadership to stop population losses through Berlin. This was a major step on the road to the 1961 border closure in the city.
East German forces closed the sector border in Berlin and began erecting barriers, launching what became the Berlin Wall system. The action aimed to halt the large-scale emigration that had been draining the GDR’s workforce and undermining its stability. This closure is a clear endpoint for the GDR’s “early development” phase because it fundamentally changed everyday life, mobility, and the nature of Germany’s division.
