As the Eastern Front moved into German-held areas in late 1944, many civilians began fleeing ahead of fighting and fear of reprisals. This marked the start of the mass population movements later summarized as the “flight and expulsion” of Germans from east-central Europe. The initial waves were often chaotic and happened before any postwar agreements were in place.
Germany’s surrender ended the war in Europe but did not end displacement. The Allies divided Germany into occupation zones, and millions of displaced people moved across these new administrative boundaries in search of safety, food, housing, and relatives. These early postwar movements set the stage for later disputes over where refugees and expellees would be settled.
At Potsdam, the United States, United Kingdom, and Soviet Union agreed that Germans remaining in Poland, Czechoslovakia, and Hungary would be transferred to Germany, and called for transfers to be conducted in an “orderly and humane” manner. The agreement also instructed Allied authorities to plan an equitable distribution among occupation zones. This decision provided a formal international framework for expulsions already underway.
From 1945 into the late 1940s, large numbers of ethnic Germans were expelled or fled from east-central Europe and the former eastern territories of the German Reich. Many arrived with few possessions and had to be housed and fed in a country with severe war damage and shortages. The scale of this inflow became one of the biggest social and administrative challenges in postwar Germany.
In 1949, two German states were established: the Federal Republic of Germany (FRG) in the west and the German Democratic Republic (GDR) in the east. Even after state formation, people continued moving from the Soviet zone/GDR to the west, often via Berlin, where movement between sectors remained comparatively easier than along the interzonal boundary. This “interzonal migration” increasingly strained East Germany’s workforce and legitimacy.
Expellee organizations publicly issued the “Charter of the German Expellees,” which later became tied to an annual day of remembrance. The charter signaled that expellees were becoming a visible political and social constituency in West Germany. It also highlighted the long-term task of integrating millions of newcomers into local communities and the national economy.
West Germany adopted the Notaufnahmegesetz (emergency admission law) to manage arrivals from the Soviet zone and the Soviet sector of Berlin. It created an admission process and residence permissions for people arriving outside official crossing points. The law reflected how large and sustained the east-to-west movement had become by the early Cold War.
On May 26, 1952, East Germany sharply tightened controls along the inner-German border, creating controlled strips and restricted zones. The move was meant to curb the continuing outflow of residents to the west, which threatened the GDR’s economy and political stability. Because Berlin remained a major escape route, pressure on that city’s sector border grew.
West Germany passed the Lastenausgleichsgesetz (Burden Equalization Law) to provide financial compensation for major war-related property losses, including losses suffered through expulsion. The program aimed to reduce social conflict by spreading costs across society and supporting resettlement and rebuilding. It became a key policy tool for longer-term integration of expellees and other war-loss victims.
West Germany passed the Federal Expellee Law (Bundesvertriebenengesetz) to define who qualified as an expellee or refugee and to regulate legal status and support. This helped standardize entitlements and administrative treatment for people displaced by the war and border changes. The law reflected how central expellees had become to West German society and politics.
Workers’ protests in the GDR escalated into a broad uprising on June 17, 1953, and were crushed with Soviet military support. The crackdown contributed to fear and uncertainty, reinforcing the incentive for some residents to leave for West Germany. It also pushed the GDR leadership toward stronger internal control measures in the years that followed.
The Bund der Vertriebenen (Federation of Expellees) was founded as an umbrella group for expellee associations. It aimed to represent interests of people affected by flight, expulsion, and resettlement. Its formation showed that wartime displacement continued to shape West German public life well into the late 1950s.
By the late 1950s and early 1961, the flow of people leaving the GDR for West Germany increased sharply, with many traveling through Berlin. A high share were young and trained workers, adding to the GDR’s “brain drain” and weakening key industries and services. The rising numbers made a major policy shift more likely.
On August 13, 1961, East German authorities closed the border in Berlin and began building what became the Berlin Wall. The action was designed to stop migration to the west by sealing the last major gap in the GDR’s border system. This event marked the clear endpoint of the 1944–1961 phase of mass flight, expulsion, and large-scale interzonal migration.
