Helmuth von Moltke was selected as Chief of the Prussian General Staff, giving him the position needed to reshape war planning and mobilization. He emphasized planning, staff training, and using railways to move and supply large armies quickly. These ideas later became central to Prussia’s battlefield success in the unification era.
Albrecht von Roon became Prussia’s war minister and took the lead in pushing major army reforms. He worked closely with King Wilhelm I and with Moltke to align politics, organization, and strategy. His appointment marked the start of a sustained effort to expand and modernize Prussia’s forces.
Roon’s reform program—larger active forces, longer service, and a reduced role for the Landwehr (militia reserve)—required new funding. Liberal majorities in the Prussian Landtag resisted voting the military budget, arguing for stronger parliamentary control. This fight over money and authority set up the constitutional conflict that lasted through the mid-1860s.
By the early 1860s, Prussia’s infantry rearmament with the Dreyse needle gun (a breech-loading rifle) was largely complete, raising rate of fire compared with muzzle-loaders. Prussia also adopted early Krupp steel breech-loading artillery, which improved loading speed and performance. These weapon changes supported Moltke’s operational plans by increasing firepower and flexibility.
Facing continued Landtag resistance to funding the army reforms, King Wilhelm I appointed Otto von Bismarck as minister-president to resolve the crisis. Bismarck backed the king and Roon’s reform program even without a settled parliamentary budget. This political decision protected the reform effort long enough for the reorganized army and staff system to be tested in war.
Prussia and Austria fought Denmark over Schleswig and Holstein, giving Moltke and the Prussian staff system an early chance to operate in a real campaign. The war helped Prussia refine mobilization, coordination, and command arrangements. It also increased tensions with Austria, moving Prussia closer to a decisive contest for leadership in Germany.
War with Austria and allied German states forced Prussia to mobilize at large scale. Moltke’s staff planning and the railway-based movement of forces supported faster concentration of Prussian armies than many rivals could match. The conflict became the key proving ground for the army organization and command methods developed since the late 1850s.
Prussia’s victory at Königgrätz (Sadowa) broke Austria’s main field army and decided the war. Sources at the time and later accounts highlight Prussia’s advantages from breech-loading needle guns and effective use of railways, alongside Moltke’s command of multiple armies over a wide front. The result pushed Austria out of the struggle for leadership in German affairs.
The Treaty (Peace) of Prague formally ended the Austro-Prussian War and confirmed Austria’s exclusion from German political leadership. The settlement cleared the way for Prussia to reorganize the German states under its influence. This diplomatic outcome converted battlefield success into a new political framework for unification.
After victory in 1866, Bismarck asked the Prussian legislature to approve a bill indemnifying (protecting) the government for collecting taxes and funding reforms during the constitutional conflict. The Bill of Indemnity passed, easing the immediate political crisis around Roon’s reorganization and the military budget. This helped stabilize the reform program inside Prussia while unification advanced.
A new constitution created the North German Confederation as a federal state under Prussian leadership. This institutional change gave Prussia a legal structure for coordinating northern German armies and politics, building on the reforms and wartime experience of the 1860s. It also provided a model later used for the German Empire.
France declared war on Prussia, and the North German Confederation’s forces, joined by south German allies, mobilized for a large-scale conflict. The general staff system and earlier reforms helped coordinate multiple armies and sustain operations over long distances. The war became the final military step linking Prussian-led organization to all-German political unity.
At Sedan, French forces surrendered, marking a major turning point in the war. The defeat removed Napoleon III’s government from the fight and strengthened the German coalition’s position. The outcome made it politically easier for German states to accept unification under Prussian leadership.
In the Hall of Mirrors at Versailles, the German princes proclaimed Wilhelm I as German Emperor, creating the German Empire. This event marked the political culmination of the reform-and-war sequence: reorganized forces, a strengthened general staff, and Prussia-led institutions had helped produce victories that enabled unification. The reforms associated with Roon and Moltke thus ended with a new German state dominated by Prussia.
