Camillo Benso di Cavour co-founded the liberal newspaper Il Risorgimento to argue for constitutional government and reforms in Piedmont-Sardinia. The paper helped him shape public debate and build a moderate political base that later supported his diplomatic strategy for Italian unification.
Piedmont-Sardinia passed the Siccardi Laws, which reduced special legal privileges of the Catholic clergy, such as separate church courts and church asylum. These measures signaled a stronger, more secular state—an approach that aligned with Cavour’s belief that modern government required clear state authority.
Cavour and Urbano Rattazzi formed a centrist parliamentary alliance known as the Connubio (“marriage”). By combining moderate right and moderate left forces, the coalition helped create governing stability and reduced the influence of more extreme factions, making sustained reforms and long-term diplomacy easier.
Cavour became prime minister of the Kingdom of Sardinia (often called Piedmont-Sardinia), placing him in charge of domestic reform and foreign policy. From this position he pursued economic modernization and a carefully planned diplomacy aimed at reducing Austrian influence in northern Italy.
To gain influence with Britain and France, Piedmont-Sardinia entered the Crimean War and dispatched an expeditionary force in 1855. Cavour saw the war as a way to earn a seat at the peace negotiations, where he could raise the “Italian question” in front of Europe’s great powers.
The Treaty of Paris ended the Crimean War, and Piedmont-Sardinia participated among the signatories. Cavour used this diplomatic opening to put political conditions in Italy—especially Austria’s role—on the international agenda, strengthening Piedmont’s standing beyond its size.
Cavour met Napoleon III in secret at Plombières-les-Bains and discussed a future alliance against Austria. While details were debated later, the meeting clearly opened the path to a Franco-Piedmontese military partnership and a planned war meant to shift the balance of power in northern Italy.
France and Piedmont-Sardinia formalized a defensive alliance, turning earlier understandings into a usable military commitment. This agreement prepared the ground for a confrontation with Austria and gave Cavour the backing he needed to pursue unification through international war rather than isolated uprisings.
Austria declared war after tensions rose over Piedmont’s military preparations and diplomacy. France entered on Piedmont’s side, turning the conflict into a major international war that aimed to end Austrian dominance in Lombardy and reshape politics across central Italy.
After heavy fighting, Napoleon III and Emperor Franz Joseph agreed to the Armistice of Villafranca, ending the main campaign. The armistice provided for Lombardy to change hands but fell short of Cavour’s larger aims, triggering a major political setback for him.
Austria, France, and Sardinia signed the Treaty of Zürich, which confirmed the peace terms following Villafranca. Lombardy was ceded to France and then transferred to Sardinia, a concrete territorial gain that made Piedmont-Sardinia the clear leader of the northern Italian unification project.
Cavour returned to office after the crisis created by Villafranca and renewed political maneuvering in Italy. From early 1860, he worked to turn wartime upheaval in central Italy into formal annexations while keeping France and other powers from blocking the process.
Plebiscites (public votes) in territories such as Emilia-Romagna and Tuscany supported union with Victor Emmanuel II’s constitutional monarchy. These votes gave Cavour a legal-political basis for expanding Piedmont-Sardinia’s rule beyond its original borders, even as Europe watched closely.
Piedmont-Sardinia signed the Treaty of Turin, transferring Savoy and the County of Nice to France, subject to popular consent. The cession was a high political price for French help, and it showed how Cavour traded territory to secure international support for a larger Italian state.
Giuseppe Garibaldi’s volunteer force landed at Marsala and began overthrowing Bourbon rule in the Kingdom of the Two Sicilies. Cavour did not control Garibaldi, but he had to manage the consequences: a rapid popular campaign that could either accelerate unification or trigger foreign intervention.
Garibaldi met King Victor Emmanuel II near Teano and publicly recognized him as the leader of a united Italy in formation. The encounter helped shift the unification process from a revolutionary military campaign to a monarchy-led state project, closer to Cavour’s preferred outcome.
The parliament in Turin passed a law proclaiming the Kingdom of Italy, with Victor Emmanuel II taking the title “King of Italy.” Cavour, as the leading minister, helped convert years of diplomacy and war into a new national government—though major issues like Rome’s status remained unresolved.
Cavour died only months after the Kingdom of Italy was proclaimed. His death ended the career of the key strategist who had combined state reform, alliance-building, and controlled expansion to unite most of the peninsula under the House of Savoy.
