Italy and France sign the September Convention
Labels: September Convention, France, Kingdom ofItaly and France signed an agreement meant to calm the "Roman Question"—the unresolved issue of Rome remaining under papal rule while most of Italy had unified. France promised to withdraw its troops from Rome within two years, and Italy promised to respect the remaining Papal States’ borders. Italy also agreed (in a related protocol) to move its capital away from Turin, signaling it would pause direct pressure on Rome.
