Federal authorities and state-linked companies increased legal and financial pressure on Media-Most, the private group that owned NTV and other outlets. This set the stage for a change in ownership and weakened one of the few major national TV voices that had criticized the Kremlin.
Vladimir Putin took office as president, marking a shift toward rebuilding strong central authority after the 1990s. National television was the main source of news for most Russians, so control over major broadcasters became a key political goal in the early 2000s.
Roman Abramovich bought Boris Berezovsky’s 49% stake in ORT (Russia’s top national channel, later Channel One). The deal reduced the influence of an exiled oligarch who had used TV for political leverage and helped place the channel more firmly under pro-government control.
Managers installed by Gazprom moved to take over NTV’s operations, ending the channel’s earlier editorial independence. Many prominent journalists resigned or were dismissed, and the event became a symbol of the state’s growing influence over national television news.
Gazprom finalized paperwork to take over additional Media-Most assets beyond NTV, including NTV Plus and TNT. This expanded state-linked ownership across television, satellite broadcasting, and publishing, shrinking the space for large-scale independent media.
TV-6, which had hired many journalists who left NTV, was shut down following a bankruptcy and liquidation decision by Russia’s High Arbitration Court. Critics viewed the closure as part of a pattern where legal and regulatory tools were used to remove remaining national TV outlets outside Kremlin-friendly ownership.
After TV-6’s liquidation, the government prepared a tender for the license and broadcast frequency that gave access to a nationwide audience. The competition highlighted how scarce independent broadcasting positions had become and how much political value the last major frequencies carried.
TVS began broadcasting with many former TV-6 staff, trying to preserve an independent editorial line on a national frequency. Its short lifespan illustrated the difficulty of sustaining independent national television under tightening political and regulatory conditions.
The Press Ministry removed TVS from the air, ending another attempt at independent nationwide television. With TVS closed, Russia’s major national broadcast TV space became dominated by state or state-aligned networks.
A government-driven reorganization strengthened VGTRK’s control over regional state television and radio companies. Over time, regional broadcasters were pushed toward relaying Moscow-produced content, reducing local autonomy and tightening centralized editorial coordination.
Russia adopted a new federal law “On Advertising,” updating the rules for television advertising time and content restrictions. While not directly a censorship law, it expanded the regulatory framework that TV broadcasters had to navigate and added another lever of compliance for the broadcast sector.
VGTRK launched the круглосуточный (24-hour) news channel first known as “Vesti,” later rebranded as Russia-24. The channel strengthened the state’s ability to set the national news agenda continuously, especially during politically sensitive periods.
Russia adopted amendments aimed at increasing liability for “extremist” activity, including provisions that directly affected media publication practices. Press-freedom organizations warned that broad definitions could be used to pressure or suspend outlets, increasing legal risk for critical reporting.
National Media Group (NMG) was created as a large private media holding linked to politically influential business circles. Its formation mattered because it provided an additional corporate vehicle for consolidating television and other media assets in loyal or pro-government hands.
VGTRK carried out a coordinated rebrand across key channels; “Vesti” became “Russia-24,” and “Kultura” became “Russia-K.” The synchronized rebrand reflected a mature, centrally managed state broadcasting system with aligned identities across news and culture programming.
